ABOUT THIS POSITION
The City of Phoenix Water Services Department, one of the largest municipal utilities in the United States, is seeking an enthusiastic, detail-oriented, and high-performing individual to fill a Project Manager position in the Business Innovation Group. The Project Manager position manages, coordinates, and directs process development, business assistance, and process improvement projects that are managed within a portfolio. Responsibilities will include reviewing work processes, generating reports with actionable recommendations for streamlining, and contributing to the creation of procedures. This position will work directly with Water Department business owners to develop/maintain metrics that align with the department's strategic business plan and assist with design and implementation of metrics in Power BI and SharePoint. This position will also play a key role in developing communication strategies and change management techniques to champion process improvements and innovations. Work is performed under the general supervision of the Special Projects Administrator.
IDEAL CANDIDATE
- Proficient with Microsoft Office 365.
- Excellent communication and writing skills.
- Ability to manage a diverse project portfolio of 20+ projects at any given time.
- Ability to develop clear and effective reports and presentations to multiple stakeholders.
- Strong decision-making skills and effective at problem solving and conveying resolutions.
- Proven research methods, data and statistical analysis, and benchmarking to develop business decisions.
- Proven leadership in innovation, managing software development projects, and providing business support in a technical environment.
- Knowledge of:
- Engineering.
- Finance methods.
- Public administration.
- Water/wastewater operations.
SALARY
Pay Range: $69,492.80 to $131,040 annually.
Hiring Range: $69,492.80 to $97,780.80 annually.
Pay Range Explanation:
- Pay range is the entire compensation range for the position classification.
- Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.

MINIMUM QUALIFICATIONS
- Four years of responsible experience in urban development, redevelopment, business assistance, capital improvement, design and/or construction projects at a level which required supervision or participation in the planning and programming processes.
- Bachelor's degree in public or business administration, urban planning, architecture, engineering, construction management, economics, or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS
The minimum qualifications listed above, plus:
- Master's degree in business or public administration, information technology, or a related field.
- Certified Project Manager Professional (PMP), Six Sigma and/or Lean.
- Experience in/with:
- Government or public service.
- Power BI, Visio, SharePoint, or equivalent.
- Change management and process improvement.
- Business needs gathering, data analysis, and data integrity.
- Leading large process improvement projects that include multiple disciplines/departments.
- Developing metrics using large data sets, dashboards, and business workflows using diverse software.
- Writing business reports, contracts, scope of work, creating presentations, and delivering to management.
