We are seeking a seasoned Project Manager with specialized experience in managing IT projects for the United States Department of Agriculture (USDA). The ideal candidate will have a proven track record of successfully leading IT initiatives within the USDA, demonstrating a deep understanding of the department's processes, systems, and regulatory environment.
Key Responsibilities:
- Oversee the planning, execution, and closing of USDA IT projects, ensuring they are completed on time, within budget, and to specified quality standards.
- Liaise with USDA stakeholders to define project scope, goals, and deliverables that support business objectives in collaboration with senior management and stakeholders.
- Develop full-scale project plans and associated communications documents, effectively communicating project expectations to team members and stakeholders.
- Manage project resource allocation and coordinate the efforts of team members and third-party contractors or consultants to deliver projects according to plan.
- Conduct project post-mortems and create recommendation reports to identify successful and unsuccessful project elements.
- Develop best practices and tools for project execution and management, with a focus on USDA-specific requirements.
- Ensure compliance with USDA IT policies and procedures, including security protocols and data management regulations.
Qualifications:
- Bachelor's degree in Computer Science, Information Technology, Business Administration, or a related field. PMP certification is highly desired.
- Minimum of 5 years of project management experience, with at least 3 years specifically within the USDA IT environment.
- Solid understanding of USDA's IT systems, operations, and the federal regulatory framework.
- Strong leadership skills and the ability to effectively manage cross-functional teams.
- Excellent communication skills, both written and verbal, with an ability to clearly convey complex IT concepts to non-technical stakeholders.
- Demonstrated ability to solve complex problems and make decisions based on accurate and timely analyses.
- Proficiency in project management software and tools.
