We are seeking a Project Manager to join our diverse and talented team for the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Head Start (OHS) Region 9. Services are provided on behalf of Head Start, Early Head Start, and Early Head Start - Childcare Partnership (EHS-CCP). Specifically, this project provides operational execution and high-quality grants management services. The project team will analyze work processes and internal systems for effectiveness and efficiency; collaboration and consultation with OHS Region 9 to identify and implement best practices for assuring optimum customer service.
Position Overview:
The Project Manager will oversee an OHS Region 9 customer service improvement and management information project that improves the changing Region 9 infrastructure and work assignments.
The PM will develop new project plans and timelines, maintain and update timelines, direct the completion of all deliverables associated with federal grant program management contracts, deliver innovative and agile service-oriented and technical solutions to federal clients, and developing SOPs and quality controls needed to assure the timely and quality completion of contractually required deliverables.
Responsibilities:
Project Manager responsibilities include:
Responsible for the overall performance management of all team members. For direct reports, this includes providing onboarding support, on-going feedback, coaching, training, goal setting, delivering formal performance reviews and teambuilding.
Ensure that Team Leads are fulfilling their role in the performance management of their direct reports.
Work with Team Leads and Human Resources to hire for any team openings: approve position descriptions, conduct interviews, and complete all evaluations.
Make or approve Team Lead's hiring recommendations.
Regularly check in with Team Leads to receive any team status updates and/or resolve any risks or issues. Review and approve any contractually mandated or requested reporting materials (i.e. monthly), deliverable reports, annual performance metrics, etc.
Monitor timekeeping of direct reports, approve all timesheets.
Identify, develop, and apply industry best practices and standards to the execution and delivery of work products.
Identify current and future improvements to services provided and to the client division.
Uphold and promote VPD's core values of integrity, excellence, teamwork, and respect in all internal and external interactions.
Provide significant knowledge and intellectual capital to the project team based upon deep experience with federal grants management contracts and tasks orders.
Stand up new projects and maintain existing projects focused on all aspects of federal grant program management support - to include applicant technical assistance; outreach and communications; grantee convenings, webinars, and workshops; data analytics and information management; executive support for federal SES members; program support to grant program officers; grantee training, technical assistance, and capacity building; grant monitoring; program assessments; portfolio analysis; fiscal monitoring; internal controls; closeout; and more.
Manage master schedules, conduct staff forecasting and risk management across concurrent contract efforts
Develop task allocations and monitor staff completion to assure timely delivery to client
Lead weekly contract management and daily stand-up meetings as needed to support contract execution - including documentation of meeting actions and decisions
Oversee contract deliverables and tasks and implement quality controls to ensure products and services meet or exceed client expectations
Manage project budgets and prepare financial and progress reports
When required, willing and able to "drop down in the weeds" when needed to support your team in executing both complex and simple tasks - ranging from complex database administration to making sure that applications screening remains on schedule
Can easily adapt technical and management skill set to other contexts and projects
Familiar with federal requirements and will ensure clients are compliant with such regulations
Consistently communicate with a high degree of professionalism, diplomacy and tact.
Qualifications:
Bachelor's degree in project management, business, public administration, or related field, from an accredited university or college, master's degree preferred 5 years of program management of grants management work, preferably on a federal contract
Knowledge of, and experience with, the Head Start program and the Federal grants life cycle
Experience and capacity to work effectively in ACF web-based systems such as GrantSolutions; Head Start Enterprise System (HSES); Office of Head Start Aligned Monitoring System; SmartSheets: Region 9 shared drive and tracking systems, as well as to suggest improvements where necessary and appropriate.
At least 5 years of relevant and progressive post-baccalaureate professional experience managing client services projects of the size, scope, and complexity like the proposed project, with a minimum of three years of progressive supervisory experience.
Demonstrated proficiency/experience in successfully developing, implementing, and managing complex, high-profile projects, including experience in successfully implementing quality-assurance systems that facilitated accuracy and improved the provision of client services.
Demonstrated proficiency to review, aggregate, and present data gathered from multiple sources.
Demonstrated proficiency to communicate clearly, both orally and in writing, and produce high-quality written products such as memoranda, presentations, and correspondence.
Experience and understanding of federal grants management line of business and processes
Must have advanced proficiency with project management software (MS Project, Smartsheet) and MS Office Suite (especially MS Excel)
Experience developing new project process documentation and templates as well as creating quality control procedures and checklists for deliverables and daily tasks
Exceptional communicator with ability to adjust communication style to individual personalities and needs of our customers
Must be adept in prioritizing multiple tasks in a fast-paced customer-centric environment
Ability to obtain and maintain public trust
U.S. Citizenship required
Preferred Qualifications:
Master's degree preferably in human services field
PMP Certification
OHS Region 9 experience highly preferred
