Location: Hybrid - Lansing, MI Office - Must Live in Michigan
Purpose:This position will act as the Project Manager for the Michigan Women, Infant and Children (WIC) Online Shopping Project for a limited term project till the end of September 2027. Currently, WIC clients are required to redeem their benefits at a brick-and-mortar store and in the presence of a cashier. The purpose of this project is to develop and implement a WIC Online Shopping solution, providing WIC clients with the ability to redeem their benefits online. This project involves collaboration and coordination among various stakeholders. The contractor will perform services as set forth by the DSM Manager and as specified.
Duties and Responsibilities:

• Define and document project scope, objectives, requirements, and desired outcomes.
• Project oversight of daily activities.
• Develop, monitor, and maintain project management plan, and project related artifacts.
• Establish communication plan with stakeholders.
• Communicate with internal and external stakeholders.
• Manage coordination and collaboration among stakeholders.
• Review and evaluate Organization Change Management (OCM) needs.
• Assist with OCM implementation as necessary.
• Provide frequent updates of project progress to stakeholders.
• Evaluate project performance and identify areas for improvement.
• Monitor timelines and ensure deadlines are met.
• Always represent the best interests of MDHHS and MPHI.
• Other duties as assigned.

Qualifications/Requirements:
Education: A bachelor's degree and Project Management Professional (PMP) certification or equivalent.
Experience: At least three years of related experience in project management.

• Expert in project management tools and techniques.
• Knowledge of project management frameworks and best practices, including the applicable State Unified Information Technology Environment (SUITE) methodologies.
• Working knowledge of Microsoft Office suite, including Microsoft Project.

• Strong problem-solving skills.
• Capable of managing crises as and when they arise.
• Detail oriented with ability to work independently and prioritize workload.

Work Environment and Physical Requirements: Job may require moderate physical effort including lifting materials and equipment of <50# and involves viewing a CRT or VDT screen more than 50% of the time. This position will work remote but may be required to come into the office for required meetings or as required by the State of Michigan. May require valid vehicle operator's license where needed to perform duties of the position.
RESPONSIBILITY FOR THE WORK OF OTHERS: No assigned responsibilities.

The ability to shop online and redeem WIC benefits online will improve program access and greatly reduce burden on WIC clients.
