Primary Purpose
Provide leadership, oversight, information and analysis for the Customer Programs and Assistance (CP A) organization pertaining to financial planning, accounting, reporting, and budget oversight aspects of large-scale, major strategic customer energy programs and other regulatory and technology programs and projects. Also responsible for oversight of financial acumen training and financial compliance associated with program rules and regulations. Effectively collaborate with internal departments, stakeholders, cross-functional teams, and vendors to define financial and accounting requirements, reporting requirements, assess alternatives, and present solutions to business challenges. Responsible for budget and resource planning. Serves as the lead financial representative for all economic and financial regulatory and audit issues. May provide direction to a small group of direct reports.
Duties and Responsibilities
- Manage and coordinate, or perform financial, reporting and analytical activities leading to the successful completion of large-scale, major strategic customer energy programs and projects, including accounting and financial regulatory planning, and budget and financial estimates.
- Develop and maintain financial project parameters for project requirements.
- Build financial models for major energy programs, regulatory cases, and program justifications.
- Directs, controls, and monitors team members, both internal and outside contractors, in the completion of their work. Provides financial/accounting and other program information and analysis as necessary.
- Manage related workforce planning, budget analysis, and budget forecasts. Develops department-specific accounting procedures and controls. Oversees accrual and re-accrual process. Coordinates financial/accounting training and oversight of financial activities of the CP A organization.
- Analyze and determine financial and accounting regulatory impacts and requirements of the project.
- Research and evaluate available contractors and consultants.
- Prepare, negotiate, and approve or recommend approval of contracts.
- Negotiate contract changes.
- Testify before and/or prepare supporting documentation for CPUC and other government agencies concerning cost estimates.

Qualifications
Education
- Bachelor's Degree in finance, accounting, business administration, or equivalent experience is required.
- Master's degree, MBA, or advanced degree is preferred.
Experience
8+ years of related experience is required.
Knowledge, Skills, and Abilities
- Project management, Regulatory/FERC accounting, financial planning, and analysis knowledge.
- Must be able to build solid business cases/project justifications.
- Must be able to assess the potential financial impact of a project to the Company.
- Must possess the ability to review complex problems and propose innovative solutions.
