Summary
About the Position: Serves as the Project Manager, working for Planning, Programs, and Project Management Division, Reserve Support Branch, and will be physically located at Fort Jackson, SC in support of the Army Reserve design and construction program. This is a Term Position, Not-To-Exceed 13 months with option to extend up to maximum of 8 years.

Duties
  • Analyzes requirements, develop assessment master plan, coordinate with appropriate personnel and provide overall program management for Army Reserve facility requirements.
  • Evaluates military construction cost data and supporting documentation to include inflation rates, area cost factors, and size adjustment factors for facility costs.
  • Manages project contingencies and assures that funds are available for project completion.
  • Negotiates to find mutually acceptable solutions and build consensus.
  • Gathers and distributes information on the project to ensure involved persons remain well informed. Prepare and disseminate technical data and/or information to a wide variety of users with diverse needs.

  • Responsible for defining project goals and objectives to project partners and regulators.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The Project Manager, USACE Career Development Plan (CDP) certification and/or the Project Management Professional (PMP) certification is highly desirable for this position.
  • Must be able to obtain and maintain a Secret security clearance.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes managing the efficient and effective coordination and accomplishment of the planning, scheduling, tracking, budgeting, reporting and communicating status of assigned projects; reviewing and analyzing cost reports to assure charges are authorized and appropriate; approving project cost and schedule changes and developing strategies in resolving complex problems and issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-12 or above.

Additional information
  • Position may be filled as a Term Appointment Not-To-Exceed (NTE) 13 months. Term appointment has the potential to be extended beyond six years up to eight years.
  • This position will be filled as a time-limited appointment. Army employees who accept a time limited appointments (to include employees with personal competitive status) will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended.
  • There are no return/reemployment rights to the position vacated prior to accepting the time-limited appointment. Permanent Army employees who accept a time-limited appointment will be expected to sign a statement of understanding acknowledging the associated impacts of taking such appointment.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
