The Project Manager coordinates and directs a project team’s engineering, design, procurement and construction efforts to meet a customer’s project objectives in accordance with the terms defined in the contract applicable to the work. The Project Manager provides, endorses, and enforces the applicable project principles, practices, and guidelines to ensure efficient and safe use and allocation of the team’s and the firm’s resources. The Project Manager exercises judgment and experience when applying these principles to ensure that enough alternatives are considered by the team and that the optimal solution(s) are achieved with schedule and budget constraints. It is the Project Manager’s responsibility to work with team members and management to identify team and project execution weaknesses and strengthen those areas with process and personnel improvements. The Project Manager must have a consistent bias for action for project performance and resolute decision making. The Project Manager may have multiple simultaneous project and client assignments.

The Project Manager is also responsible for cultivating new work with clients with which the Project Manager has a working relationship. The Project Manager will continuously pursue additional opportunities to provide customers with engineering, design, and construction services.

Project responsibilities:

The Project Manager has direct responsibility to ITAC’s customers for the engineering, design, procurement, and construction services and deliverables for which ITAC is under contract to perform. The Project Manager is responsible for ensuring sufficient quality reviews (e.g., inter-discipline and constructability) are built into the project team’s execution plan. The Project Manager is responsible for ensuring that the project team meets all established scope, budget, and schedule commitments with quality services and deliverables. The Project Manager is also responsible for maintaining positive client relations, considering the interests of both the client and ITAC fairly and equally. The following summary does not include the project management responsibilities:

1. Scope - The Project Manager is responsible for the overall ITAC scope of the project. In many cases the Project Manager will develop the scope documents although these may be developed by others. The Project Manager is responsible for using the correct documents (from the ITAC network) and assuring that these documents meet their intended purpose. Scope documents include:

Scope of Work – defines project deliverables and schedules

Discipline Narrative/Project Execution Plan – defines the details of the discipline design

Specification – defines the details equipment or programming effort (when applicable to your discipline)

The purpose of these scope documents is to communicate the project objectives to the client, Project Manager, and design team. These documents must have enough detail to allow the discipline design team to proceed in the absence of the lead engineer. These documents must specify the deliverables and schedule.

2. Schedule – The Project Manager is responsible for developing and maintaining the project schedule as defined in the scope documents. The Project Manager must assure proper resources are assigned and the project is proceeding on schedule.

3. Budget – The Project Manager is responsible for tracking and maintaining all of project budget as defined in the proposal and project estimate. The Project Manager must assure that the task codes are defined for weekly cost reports. The Project Manager is responsible for handling change requests with the client and ensuring ITAC is getting paid for work performed.

4. Quality – The Project Manager is responsible for the overall quality of all project deliverables. The Project Manager is responsible for ensuring quality control checks of all deliverables are performed.

5. Execution Plan – The Project Manager is responsible for the development and execution of the Project Execution Plan, identifying and communicating areas of risk and delays in that execution plan.

At all times during the execution of the project, the Project Manager is responsible for maintaining the scope documents, schedule, budget, and quality. The senior engineer/consultant is responsible for helping develop and follow the project execution plan; this includes updating the lead engineer and/or Project Manager on the status of upcoming items in the execution plan. By the time the discipline budget is 10-20% complete, the lead engineer must reconcile the scope, schedule, and budgets and produce a change request alert if there are discrepancies. Throughout the execution of the project, the senior engineer/consultant is responsible for reconciling all scope, schedule, and budget issues by maintaining the proper project documentation (e.g., CRA, telephone confirmations, meeting minutes, needs lists). All conversations and issues involving the scope, schedule, and budget are to be discussed with the Project Manager and then documented. The senior engineer/consultant must assure that the proper information is available for the project to proceed efficiently (on schedule and on budget).

Supervision the Incumbent Receives:

The Project Manager reports directly to the Department Manager and receives assignment to specific projects. Assistance is furnished on unusual problems and work is reviewed for application of sound professional judgment.

Supervision the Job Incumbent Exercises Over Subordinates:

The Project Manager supervises and coordinates the project-related work of the project engineers, design engineers, designers, and other project team members. The Project Manager may also perform construction management duties (contracting, procuring, coordinating) as required to successfully fulfill the needs of the project. The incumbent will be responsible for the quality, work direction, and timeliness of other’s work for projects under their direction.

Requirements

General Physical Requirements:

The following are the general physical requirements, physical activities, visual acuity and working conditions that represent essential functions necessary for ITAC Engineering staff positions.

General physical requirements that best describe the work requirements of the position.

  • Sitting for extended periods of time.
  • Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.

Physical Activities:

The following physical activities apply to the essential functions of the position.

  • Talking: Expressing or exchanging ideas by means of the spoken word. Must be able to convey detailed or important spoken instructions to other workers.
  • Hearing: Perceiving the nature of sounds at normal speaking levels. Ability to receive detailed information through oral communication.
  • Balancing: Maintaining body equilibrium to prevent falling when walking, standing, or crouching on walking working surfaces.
  • Standing: For sustained periods of time.
  • Walking: Moving about on foot to accomplish tasks, for long distances or moving from one work location to another.
  • Climbing: Ascending or descending ladders, stairs, using feet and legs and/or hands and arms.
  • Stooping: Bending downward and forward by the bending spine at the waist.
  • Kneeling: Bending legs at knee to come to a rest on a knee or knees.
  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Pushing: Using upper extremities to press against something with steady force to thrust forward, downward, or outward.
  • Pulling: Using upper extremities to exert force to move objects in a sustained motion.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position.
  • Grasping: Applying pressure to an object with the fingers and palm.

Visual Acuity:

The worker is required to have close visual acuity to perform activities such as:

  • Reading drawings
  • Preparing and analyzing data and figures
  • Viewing a computer screen
  • Using measurement devices
  • Examination of fabricated parts at distances close to the eyes.

Working Conditions:

The worker is subject to the following environmental conditions:

  • Activities occur inside and or outside.
  • Temperatures below 32 degrees or above 100 degrees for periods of more than one hour.
  • Noise - noise above the ambient noise level.
  • Work Site Hazards - Proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and elevated work areas, etc.
  • The worker may be required to wear a respirator.
  • The worker may be subjected to tight or enclosed spaces.

Employee Safety Responsibility:

The Project Manager is required to obey safety rules and to exercise caution in all work activities. The Project Manager is responsible for immediately reporting any unsafe condition or “near miss” incident. In the case of accidents that result in injury, regardless of how insignificant the injury may appear, the Project Manager should immediately notify the EHS Manager or the appropriate supervisor.
