Responsibilities

Noblis ESI is seeking a Project Logistics and Transportation Specialist for their Chantilly location.  

 

Job Responsbilities: 

  • Will serve as program support to the government Program Manager (PM) with responsibility for technical knowledge of assigned programs and projects
  • Coordinate and manage contract personnel OCONUS deployment and travel to include both Harms Way and non-Harms Way
  • Initiate and manage transportation material requests on behalf of the program
  • Process property documentation to accept delivery of items from vendors and other agencies as required by contract delivery timelines
  • Draft and coordinate documents and briefings to inform acquisition processes on logistics considerations, including but not limited to product deliveries and property transfers to end users
  • Assist the PM/COTR during development of RFP packages and coordinate completion of technical evaluation of proposals received in response to RFPs
  • Serve as functional expert in travel and logistics policies, processes, and tools
  • Support the PM in multiple areas which include program management, acquisition support, analytic support, technical analysis, and customer outreach and support
  • Other responsibilities include administrative and technical support to the Government leadership team, internal cross government organization coordination, external mission partners and other DoD/IC customers

 

 

Required Qualifications
  • Bachelor's Degree and 8+ years of experience; OR, High School diploma with 14+ years of experience
  • TS/SCI eligible with the ability to obtain and maintain a TS/SCI CI Poly.
  • Organize SMEs to support logistics evaluation of contractor proposals and draft Logistics evaluation summaries and recommendations for contract ECPs
  • Five years of experience in the IC or DoD
  • Experience in Property Management to include accountability and transfer (5 years)
  • Experience in Harms Way and non-Harms Way Deployment Coordination (Foreign Travel)
  • Experience with policies and procedures as related to Logistics and property management
  • Evaluation of DD250 and DD1149 documentation for accuracy and completeness
  • Experience with DoD or IC acquisition processes
  • Knowledge of SOFA procedures with foreign governments
  • Familiarization with USG methods of secure transportation such as Department of Defense Courier System
  • Track and respond to office tasking, build and present program briefings and update project schedules and calendars
  • Familiarity with project management, scheduling, requirements, and program office functions
  • Ability to work independently with minimal supervision and perform other duties as assigned
  • Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously
  • Must be able to demonstrate excellent relationship building and management skills
  • Must be able to travel
Desired Qualifications
  • Familiarity with Deployment Coordination Center and Transportation Management Center policies and processes
  • Experience with creating and evaluating vendor RFP packages
  • Experience in disposition of contractor furnished and government furnished materials
  • Understanding of shipping and certifying hazardous shipments via MILAIR
  • Maintain a daily reporting system for OCONUS travelers to ensure accountability while individual is in travel status
  • Advanced skills in writing, reviewing and editing of technical reports, statements of work, white papers and other technical and programmatic documents
  • Excellent interpersonal skills and the ability to summarize and brief senior level Government leaders, civilians and military officers
  • Ability to build and present technical briefings and reports with specific knowledge of logistics, material shipping, property transfer 
  • Minimum of 8 years of project management or Logistics in industry or DoD/IC in Acquisition Project Management
  • Familiar with DOD's Contractor Personnel office known as DOCPERS

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
