About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.
The Opportunity
WSDOT is currently seeking a Transportation Engineer 2 to serve as a Project Inspector in Seattle, WA. This position will assist in the inspection of construction projects and assure compliance with contract plans, specifications, interagency agreements, and environmental permits. This work includes preparing calculations and notes to support and initiate payment to the contractor for completed work, completing daily field reports, taking, and filing project photos documenting construction work and issues, providing clarification of contract requirements to the contractor and subcontractors, and providing answers to their questions. Types of work inspected and documented include hot mix asphalt (HMA) and concrete roadway, sidewalk, traffic control, storm, electrical, foundations, retaining walls, bridge construction, landscape, and utilities. This position is vital to ensuring the contract is followed and recorded properly.
The SR 520 Bridge Replacement and HOV Program (SR520) and Alaskan Way Viaduct Replacement Program (AWV) are highly visible, political, controversial, and complex multi-billion-dollar capital construction programs. These are the largest mega programs in WSDOT, consisting of multiple major projects in various phases of development stretching from I-5 to I-405 on SR 520 and through the City of Seattle from the SODO District to South Lake Union on SR 99 and along Alaskan Way on the Seattle waterfront.
What to Expect
Among the varied range of responsibilities held within this role, the Project Inspector will:
  • Inspect contract work performed in the field.
  • Ensure compliance with contract specifications, plans, permits, and commitments of work performed by the contractor by applying agency standard practices and policies.
  • Provide clarification of contract requirements to contractor by researching, interpreting, and explaining contract documents and WSDOT/local standards.
  • Assist in research and preparation for change orders by researching merit, compiling supporting material, and submitting appropriate field records.
  • Monitor construction schedule by discussing with the contractor and observing work in the field.
  • Coordinate materials testing with Materials Engineers and ensure materials are not placed without prior approval.
  • Produce IDRs, field note records, record of force account worked, and record of protested work for monthly payment estimates and documentation of work that has occurred.
  • Assemble monthly pay estimates by compiling records of work completed.
  • Track quantities and monitor used compared to planned and report on budget impacts.
  • Prepare contract as-built drawings based on field records of work complete.
  • Perform materials sampling when Material Testers are not available.

Qualifications
To be considered for this opportunity, the following are required:
  • Two (2) years as a Transportation Engineer 1, Transportation Technician 3, or equivalent engineering/inspection experience
OR
  • Certification as an Engineer-in-Training and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, or equivalent engineering/inspection experience.
OR
  • A Master's degree with major study in civil engineering, structural engineering, geotechnical engineering, soil mechanics, traffic, transportation, or closely related field.
In addition to:
  • Valid driver's license
  • Strong communication skills including ability to write tactful, concise technical and administration correspondence and to communicate frequently, both verbally and in writing, in a professional manner for all audiences.
  • Ability to exercise sound engineering judgement and interpret and analyze construction contract plans, specifications, permits, and other documentation for conformance with policies, regulations, and standards.
  • Strong understanding of construction practices and engineering principles.
  • Fluency in the use of the following computer applications: Word, Excel, PowerPoint, and Outlook.
  • Ability to express complex concepts clearly and concisely.
  • Ability to follow safety policies and regulations while performing job duties.
  • Ability to work any shift, day, or night, to meet the required job functions.

It is preferred that qualified candidates also have:
  • Experience as an inspector on WSDOT Projects
  • Fluency in the use of the following computer applications: Primavera Contract Manager, Unifier and SharePoint.
  • Familiarity with the following standards: WSDOT, SDOT, MUTCD, and AASHTO.
  • Bachelor's degree in Civil Engineering or related field.
  • Engineer-in-Training certification
  • Qualified tester status in the aggregate, concrete, and hot mix asphalt density modules.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
