Job Description Summary

JOB SUMMARY

Project Engineer performs moderately complex (journey-level) engineering work. Work involves performing or reviewing engineering design, planning, construction, inspection, and maintenance work; and reviewing and processing permits or authorizations. Works under the direct supervision of the Senior Project Engineer, with moderate latitude for the use of initiative and independent judgment. Additionally, the incumbent works closely with the Engineer-In-Training.

ESSENTIAL JOB FUNCTIONS

  • Collaborates and cooperatively works with other Engineering Department staff to deliver high quality City services effectively and efficiently.
  • Performs engineering work related to civil and environmental engineering in public infrastructure design, construction, maintenance, and operation; water resource management; water pollution control; solid waste management; systems sustainability and energy efficiency; and health and safety measures.
  • Prepares, reviews, and interprets engineering plans, schematic drawings, layouts, and other visual aids.
  • Develops, reviews, and submits engineering and construction designs, plans, specifications, and estimates.
  • Conducts technical reviews of engineering proposals and reports.
  • Conducts engineering fieldwork, such as surveying, inspecting, and design.
  • Conducts material research and testing activities.
  • Collects field data for engineering and environmental projects; analyzes and validates these data.
  • Calculates geometric, hydraulic, grade, and quantity estimates.
  • Prepares cost and quantity estimates for engineering projects, project specifications, and written reports
  • Conducts environmental studies and prepares reports of findings.
  • Inspects the work of contractors for compliance with project plans and specifications.
  • Maintains professional knowledge through such means as attending seminars, reviewing professional publications, and participating in professional organizations.
  • Obtains data from a wide range of project stakeholders to provide specific data on the status of the City’s engineering-related programs, projects, and activities.
  • Attends meetings of various public utilities, public agencies, and environmental groups, including occasional night meetings.
  • Reviews the site work, street, drainage, water, and wastewater components of private development projects, including building permits, engineering studies, and subdivision construction plans.
  • Meets with the public, engineers, developers, landowners, and interest groups concerning subdivision and building projects; and engineering regulations, standards, or policies.
  • Provides assistance to professional service providers including architects and engineering firms.
  • Maintains records and files associated with engineering projects.
  • Writes technical memoranda and reports of a specialized nature in connection with engineering projects.
  • Serves as a technical and professional resource to the Engineering, Planning, and Public Works Departments on a wide variety of assigned project tasks.
  • Provides prompt and excellent customer service both with internal and external customers.
  • Performs other related job duties as assigned.

QUALIFICATIONS

Education and Experience:

Bachelor of Science Degree in civil / environmental engineering, or similar engineering degree, from an accredited College or University; certified to perform as a Registered Professional Engineer in the State of Texas or obtains such licensure within 12 months of the date of hire.

Special Qualifications:

Possess a valid State of Texas driver's license.

Knowledge, Skills, and Abilities:

  • Knowledge of the engineering field and natural sciences.
  • Knowledge of and ability to apply general engineering principles; and interpret and communicate engineering-related data to others.
  • Knowledge of engineering methods and practices; preparing technical memoranda and reports; and applying designs to infrastructure construction and operation.
  • Knowledge of engineering economy and project accounting.
  • Skill in using highly technical computer applications supporting GIS, CAD, and SCADA.
  • Skill in using office equipment, including copy machines and communication systems.
  • Ability to apply advanced mathematical operations methods, and functions of real and complex variables.
  • Ability to write reports, expositions, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
  • Ability to successfully establish working relationships with other city employees.
  • Ability to obtain and maintain appropriate necessary professional certifications.
  • Ability to work weekends and evenings.
  • Ability to communicate effectively.

PHYSICAL DEMANDS

The work is medium and requires exerting up to 75 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects and the following physical abilities: balancing, climbing, crouching, feeling, fingering, hearing, mental acuity, reaching, repetitive motion, speaking, standing, talking, visual acuity, and walking.

WORK ENVIRONMENT

The work is typically performed in a dynamic environment that requires sensitivity to changing goals, priorities, and needs. This position works on-site.
