DEFINITION:
Assists in the administration of a division or Commission in the Executive Office of the Board of Supervisors.
CLASSIFICATION STANDARDS:
Positions allocable to this class report to an Executive Director or Assistant Executive Director of a division in the Executive Office, or an Assistant Executive Officer, Board of Supervisors and are distinguished by their administrative responsibility for assisting in the overall management of the administrative operations of the department and for interpreting laws, regulations, and policies affecting the activities of the Executive Office, other County departments, governmental agencies, the communications media, and the public. Incumbents must have the knowledge and abilities required to manage highly complex, large-scale multi-faceted initiative and/or organization, and to establish and maintain effective relationships with County departments, interested public, private, and other organized groups, and representatives of the media. Incumbents may be responsible for designing and/or implementing multiple complex, large-scale multi-departmental initiatives, Board priority initiatives, and directing other actions and business designed to strengthen and unify the County's service delivery system. Incumbents will often manage multiple and conflicting interests, and think creatively to address implementation barriers.Utilizes critical thinking and analytical skills to develop, recommend, and implement management concepts, objectives, policies, projects, and systems for carrying out the work of the division or department, and may assume immediate directions of a major departmental function as the need occurs.
Leads campaign compliance efforts, analyze contributions to ensure compliance, identify conflicts of interest, and oversee recusal procedures for local elected officers.
Creates and maintains data and statistical records relevant to governmental guidelines and policies.
Collaborates with different entities and department resources, including Board Offices, County Departments, Information Resources Management teams, state or federal agencies, and consultants to establish a tailored database and information collection system aimed at enhancing campaign compliance efforts.
Maintains consistent County-wide methods for party disclosures, provide recusal guidance, and build transparency relationships.
Directs the team to conduct research on various meeting agenda items and contracts, provide guidance on covered proceedings, and conducting necessary research to support campaign compliance related tasks.
Produces comprehensive reports and statistical summaries to various stakeholders.
Conducts, reviews and submits the weekly report and master list report to Chief Deputies.
Provides expertise, guidance, and training to address issues, and enhance campaign compliance efforts, ensuring campaign compliance for County staff, officers, and stakeholders.
Acts for the Assistant Executive Director, Assistant Executive Officer, or Executive Director in his/her absence.
Directs, assigns, and supervises the work of other employees, as needed.
Reads and interprets current guidelines, policies, as well as local, state, and federal laws; and stays informed of updates to guidelines, policies, and laws in order to implement changes, as needed.SELECTION REQUIREMENTS:
Three (3) years' of experience in a highly responsible and supervisory staff capacity* analyzing and making recommendations for the solution of highly complex** problems of an organization, program, procedures, budget or personnel; AND a minimum of one (1) year of experience leading multi-agency workgroups or teams.
*Highly responsible and supervisory staff capacity is defined as staff experience at the senior level with extensive knowledge of program related area, processes and procedures, and experience in a specific subject matter. Has full supervisory responsibility including planning, assigning, scheduling, hiring, rating performance evaluations, disciplining, and counseling clerical employees. Provides day-to-day technical and administrative supervision of subordinate staff.
**Highly complex is defined as a significantly greater degree of originality, innovation, critical thinking, resourcefulness, and conceptualization required to perform the task.
DESIRABLE QUALIFICATIONS:
  • Demonstrates expertise and strong understanding of laws related to compliance regulations.
  • A Juris Doctorate (J.D.) degree from an accredited law school and active eligibility in the State Bar of California.
  • Demonstrates experience in identifying promising resolutions to systemic issues and developing strategies to implement management concepts, objectives, policies, projects, and systems.
  • Demonstrates experience performing research to conduct investigative audits and prepare statistical reports with relevant data related to compliance and/or regulatory activities.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS:
II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.EXAMINATION CONTENT:
This examination will consist an Evaluation of Training and Experience (T&E), measuring Professional/Technical Expertise, and Analysis, and Problem Solving based upon information provided in the application and supplemental questionnaire, weighted 100%. Each candidate's background will be evaluated on the basis of information provided on his/her County of Los Angeles Employment Application and Supplemental Information Questionnaire form that pertains to the areas of SELECTION REQUIREMENTS and DESIRABLE QUALIFICATIONS to determine the level and scope of the candidate's job preparation for this position.
Applicants must meet the Selection Requirements and achieve a passing score of 70% or higher in order to be placed on the eligible register.

Eligibility Information:
