Job description

Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with a technical support center in South East Asia and East Africa, that provides program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.

The Project Controls Engineer will be a part of the team that will design and construct the Phase 2 project of US Embassy in Ashgabat, Turkmenistan. This position will manage construction Project Controls, overseeing office operations, and ensuring contract compliance. 

This is a 5-year project contingent on the award of the contract.

Key responsibilities:

  • Manage construction Project Controls, including report drafting using MS Office Suite, cost management, schedule management with Primavera, change order management, and submittal management.
  • Oversee the day-to-day operations of the OBO/Riyadh office, focusing on cost and schedule management related to construction contracts.
  • Prepare essential reports and control documentation.
  • Develop a solid understanding of all administrative requirements within the construction contract and ensure the timely delivery of contract-related documents.
  • Ensure the satisfactory and timely performance of project control tasks, including managing contractor submittals and as-built drawings.
  • Review the contractor's monthly payment applications and provide findings to the Project Director/COR.
  • Review and evaluate requests for contract modifications to determine necessity and alignment with existing contract requirements.
  • Assist with quantity take-offs and the preparation of Independent Government Estimates (IGEs).
  • Provides support to the Project Director/COR in contract administration matters, including negotiations, interpretation of contract requirements, and payment provisions.
  • Attends and actively participates in meetings and conferences as required.
  • Maintains daily construction logs, organizes inspection reports, and tracks OBO equipment and project records.
  • Assists and mentors administrative staff to foster professional growth and development.
  • Coordinates and collaborates effectively with the Project Director/COR and other team members.
  • Performs other responsibilities associated with this position as may be appropriate.

Qualifications To be successful in the role:

  • Must possess a Final Secret, Interim Top Secret (ITS) or Final Top Secret (TS) clearance issued by the Defense Counterintelligence and Security Agency
  • Must possess a degree in Engineering (any discipline), Engineering Management, Construction Management, or Construction Engineering
  • At least 7 years of experience on commercial construction industry; US Embassy construction program experience is highly desired.
  • Must have overseas experience.
  • Preferably with certifications as one of the following: Certified Cost Consultant, Certified Cost Engineer, Certified Cost Technician, or a Certified Estimating Professional, scheduling professional
  • Must be able to provide Quality Assurance oversight for ongoing construction projects, review contractor submittals and proposed substitutions with engineering implications, prepare monthly Progress Reports
  • Must be knowledgeable in International Codes.
  • Must be proficient in assessing and responding to Requests for Information (RFI).
  • Must have experience in evaluating design calculations and engineering data.
  • Knowledge of Construction Safety regulations, including EM 385-1-1 and OSHA.
  • Preferably with recent Primavera experience and strong knowledge of Microsoft Office Suite
