Overview
SUMMARY
Arcticom is a subsidiary of Bering Straits Native Corporation (BSNC), is currently seeking a professional and qualified Project Control Analyst with a strong financial background supporting a portfolio of government contracts. The Project Control Analyst will provide financial analysis, data management, program control, contract compliance and documentation supporting a business unit with defense and federal civilian U.S. Government contracts.
Responsibilities
ESSENTIAL DUTIES & RESPONSIBILITIES
The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job.
  • Responsible for ensuring project teams are compliant with project contracts, deliverables, and schedule/deliverable requirements.
  • Interface with subcontractors, and internal departments in the review and processing of subcontractor agreements.
  • Support Program Managers on new contract awards and modifications in support of various tasks for new project setup.
  • Review, code, and track subcontractor invoices.
  • Support Program Managers with employee expense reports and travel authorizations.
  • Supports tracking, monitoring, and reporting on financial data as requested.
  • Will maintain all project hiring LCAT and rate sheets.
  • Will analyze assigned contract labor hours, contract totals, revenues, and profit totals.
  • Support generating recurring and ad hoc reporting, prepare and brief the Director on monthly budget and financial status reports.
  • Compile and maintain back-up documentation for program expense reports and invoices.
  • Report on contract revenue, costs, and profit & loss,
  • Explain how funding issues impact the Business Unit and down to the project level as required.
  • Analysis of billing/reclassification transactions.
  • Maintains appropriate records and documentation.
  • Organize project meetings and assist in preparation of briefs, plans, spreadsheets, and other material.
  • Support the day-to-day business operations including but not limited to scheduling meetings, tracking staffing hiring sheets.

Qualifications
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications
  • Bachelor's Degree in Accounting, Finance, or a related discipline, or the equivalent combination of education, professional training, or work experience
  • Minimum of 5 years of related experience in finance, including government contracting experience
  • S. citizenship required
  • Secret or ability to obtain a Public Trust Security Clearance

Knowledge, Skills, Abilities, and Other Characteristics
  • Ideal candidate is customer-service oriented with the ability to work independently to support multiple project teams
  • Working knowledge of Deltek CostPoint
  • Understanding of contract types to include Cost Plus, Fixed Price, and Time & Materials as well as varying fee types.
  • Exceptional oral and written communication skills, organizational, critical thinking and analysis
  • Must be flexible in adapting to deadlines and changing priorities, has a pro-active attitude and a disciplined work ethic
  • Thorough, detail oriented, and organized, with excellent time management skills and ability to prioritize and ability to handle several projects at different stages simultaneously
  • Proficiency in Microsoft Office suite, including Excel, Project, PowerPoint, and Word

Preferred but Not Required
  • SharePoint, Visio, and Project
  • Knowledge of proposal preparation, contract or pricing functions, contract administration principles, industry practices, regulations and policies
  • Experience working with Government contract vehicles to include ID/IQs and Multiple Award Contracts (MAC)
  • Government contracting proposal experience, and SAM.gov and GOVWIN experience

DOT COVERED/SAFETY-SENSITIVE ROLE REQUIREMENTS
  • This position is not subject to federal requirements regarding Department of Transportation "safety-sensitive" functions.

WORK ENVIRONMENT
Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.
Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The work described herein is primarily a modern office setting. Frequent travel is required.
SUPERVISORY RESPONSIBILITIES
  • Not currently a requirement but may hire and supervise direct reports in the future based on program size.

ADDITIONAL QUALIFYING FACTORS
As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
