The Frederick National Laboratory is a Federally Funded Research and Development Center (FFRDC) sponsored by the National Cancer Institute (NCI) and operated by Leidos Biomedical Research, Inc. The lab addresses some of the most urgent and intractable problems in the biomedical sciences in cancer and AIDS, drug development and first-in-human clinical trials, applications of nanotechnology in medicine, and rapid response to emerging threats of infectious diseases.

PROGRAM DESCRIPTION
The primary mission of the Clinical Services Program (CSP), within the Applied Developmental Research Directorate (ADRD), is to perform sequential studies of immune function in patients with cancer, AIDS, chronic granulomatous disease, or other diseases associated with immunologic dysfunction. The CSP Information Technology Data Management Group (DMG) provides direct IT support services to the mission of the CSP.
KEY ROLES/RESPONSIBILITIES
  • The design, development, testing, implementation, maintenance and support of new and existing client/server applications and relational database systems
  • Must be able to work on multiple software development projects utilizing various programming languages.
  • Main project will consist of converting a MS Access frontend/SQL Server patient sample database system to a C#.Net/SQL Server windows database application with a ASP.NET web interface.
  • Will be responsible for maintaining existing windows application/database systems written in C#.NET/VB.NET/ASP.NET/MS SQL Server
  • Will be responsible for designing and writing three-tier windows applications using C#.NET/ADO.NET/MS SQL Server and object data sources.
  • Will be responsible for designing and writing three-tier web applications using written in C#.NET/ASP.NET/MS SQL Server
  • Will develop and maintain applications throughout the software development lifecycle from conceptual design to product phase-out. This will require utilizing industry standard methods to document user needs and functional requirements; conduct feasibility assessments; evaluate integration methods; develop functional models; perform software/system testing; release and manage production systems.
  • Will be responsible for setting up SQL Server Databases and writing stored procedures.
  • Will be responsible for creating and managing all required system documentation which includes:
    • system requirements
    • process flows
    • detailed design documents
    • operational guides
    • test cases
    • user guides
    • and other related materials
  • Will perform program troubleshooting, database management, report, and form design.
  • Contributes to decisions and participates in writing IT policies and procedures.
  • Perform other duties as assigned
BASIC QUALIFICATIONS
To be considered for this position, you must minimally meet the knowledge, skills, and abilities listed below:
  • Possession of Bachelor's degree from an accredited college/university according to the Council for Higher Education Accreditation (CHEA) or four (4) years relevant experience in lieu of degree. Foreign degrees must be evaluated for U.S. equivalency
  • In addition to education requirements, a minimum of eight (8) years related experience
  • Must have knowledge/experience writing three-tier C#.NET windows applications using ADO.NET and object data sources
  • Must have knowledge/experience in MS Access/VBA programming.
  • Must have knowledge/experience writing three-tier ASP.NET web applications
  • Must have knowledge/experience setting up SQL Server Databases and writing stored procedures.
  • Working knowledge and experience with MS Visual Studio 2017/2019/2022; C#.NET; C#.NET Database programming (ADO.NET); Visual Basic .NET; MS SQL Server 2017/2019/2022
  • Working knowledge and experience in web design and implementation using ASP.NET; HTML; CSS; XML; VBScript; JavaScript
  • Familiarity with the systems development life cycle (SDLC) and systems engineering process model; well-rounded in all aspects including a strong emphasis on conducting and performing software validation and testing
  • Proficient in database design, software development, and documentation
  • Experienced in software testing and demonstrates testing competence
  • Excellent trouble shooting and problem-solving skills
  • Ability to work on moderate to complex problems in nature, where judgment is required in troubleshooting and resolving problems; and making recommendations
  • Must be detail oriented
  • Excellent oral and written communication skills
  • Demonstrates critical thinking skills
  • Provide guidance to other programmers
  • Ability to work and think independently and within a team environment; perform effective time management to handle varying workloads and multiple projects
  • Ability to work well under pressure within a fast-paced environment
  • Must be able to effectively communicate and interact with all levels of staff
  • Must be a self-motivated individual that can be flexible in nature with a strong drive to be open to innovative ideas and solutions; ability to work individually on moderate to complex projects
  • Ability to obtain and maintain a security clearance
PREFERRED QUALIFICATIONS
Candidates with these desired skills will be given preferential consideration:
  • Scientific Background
  • Familiarity of clinical research regulations, including HIPAA and HITECH
  • Familiarity/experience with TortoiseSVN a plus
  • Familiarity/experience with SAS programming a plus
  • Familiarity of FISMA/NIST Security Controls a plus
