What you'll do: Duties include, but are not limited to:
- Working directly under the supervision of the Deputy Director, but exercising increasing independence and initiative within established agency guidelines;
- Serve as the OBS Program Manager supervising and monitoring the operations of the OBS Program and directing the overall planning, development and administration of independent living services for Missouri's seniors who are blind or visually impaired;
- Assist in the review and testing of case management system changes, updates, and issue resolutions specific to the Older Blind Services Program;
- Assist in training Rehabilitation Teachers providing direct client services;
- Analyze data and program operations utilizing the case management system, team meetings, and case review process to ensure state and federal compliance;
- Responsible for the interpretation and implementation of new or revised federal and state regulations and guidelines that apply to the Older Blind Program;
- Development of policies and procedures for the Older Blind Program and the implementation of these policies;
- Formulate program improvement recommendations for the Program's policies, techniques, methods and procedures designed to help achieve the goals of the Older Blind Services Program;
- Analyze and monitor program expenditures, develops budget requests, monitors and recommends or directs implementation of cost saving measures.
- Prepare and submit an annual federal report on program activities and customer satisfaction;
- Serve as the liaison for the Program with federal, state, local, and other organizations, including, aging network agencies, consumer organizations, and independent living centers;
- Directly supervise one Rehabilitation Assistant and indirectly supervise the work of 15 Rehabilitation Teachers;
- Oversee approximately 30 low vision resource centers located throughout the state;
- Receive and respond to statewide customers, elected officials, field staff, and the public via telephone, mail, fax, and e-mail;
A Bachelor's degree from an accredited college or university; and,
Four or more years of professional or technical experience providing social services; or conducting investigations or audits of social service providers, recipients, and/or applicants. Before the end of probation as evidenced by successfully completing and obtaining a passing score on a recognized Braille test evaluated by Rehabilitation Services for the Blind.
(24 earned graduate credit hours from an accredited college or university in social or behavioral sciences, Public or Business Administration, or a closely related field may substitute for one year of the stated experience.)
(A Master's degree from an accredited college or university in social or behavioral sciences, Public or Business Administration, or a closely related field may substitute for two years of the stated experience.)
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the stated college education.)
