This vacancy is being announced as a Classified position and may be filled as a Probationary or Promotional appointment.

This position serves as the Region 4 Public Health Emergency Response Coordinator (PHERC). Coordinates regional public health emergency response activities along with the State Bureau of Community Preparedness (BCP), Nursing Services, Epidemiology, Environmental Health, Regional Medical Director to assess public health needs of the assigned region with regard to natural disasters, accidental and/or intentional releases of infectious agents, hazardous chemicals, and/or nuclear substances; and/or control the transmission of infectious diseases. This position is available on a 24 hour basis to respond on behalf of LDH-Office of Public Health for emergencies and disasters involving public health. Supervision is received from the Physician 5/Regional Medical Director.

Responsible for the direct supervision of 2 state positons (RN 4/Hospital Nurse Coordinator and Program Monitor-DHH/Emergency Preparedness Planner) and one contract position (Opioid Program Coordinator). Assists Regional Hospital ADRC, CDC representative and BCP with regional CHEMPACK responsibilities including inventory and supply refill of expired drugs and supplies. Responsible to collaborate with Regional DRCs (Hospital, EMS, Home Health, and Nursing Home) for regional planning efforts, training and exercises related to Public Health Emergencies. Ensure Region 4 OPH plans and Public Health Emergency Planning (PHEP) Grant requirements are completed and updated as requested. Conducts and/or attends meetings with local Offices of Homeland Security and Emergency Preparedness (OHSEP), parish officials, community leaders, service providers and others to assure the development of local and regional collaborative plans. Participates in Region 4 Parishes annual Hurricane Preparedness Meetings.  Collaborates with the Department of Children and Family Services (DCFS) to update the Region 4 MSNS Plan and conduct planning meetings with participating agencies.    Plans and coordinates the Regional Strategic National Stockpile Program. Completes and submits ORR (Operational Readiness Review) requirements.  Responsible in working throughout the region with OPH staff, law enforcement agencies, parish OHSEP, city and parish governments, volunteer agencies for planning and securing sites for Points of Dispensing (POD) for mass dispensing of medical countermeasures. Responsible for coordinating, educating and planning with large employers for their own occupational or Closed POD. Responsible to have Memorandums of Agreements completed and obtain POD Plans from each Closed POD. Complete Special Projects as requested by BCP, i.e. Project Public Health Ready.

Coordinates with LDH regional staff on emergency response activities, which includes the COVID-19 pandemic response. Coordinates public health emergency response activities within the region with public and private medical community providers, law enforcement, Regional Leadership and others as appropriate.  Coordinates public health emergency response regional activities with other government and/or regulatory agencies and members of the medical, industrial and nuclear power communities.  Serves as the Liaison Officer for the Region 4 Incident Command Structure. In the Medical Director`s absence, serves as the Incident Commander in emergency response activities. Coordinates OPH regional exercises.  Participates in external partner exercises. Provides assistance to state and local government, industry and communities as requested and assists in response operations at the request of the Assistant Secretary, BCP Director, State Health Officer, Regional Medical Director or Regional Administrator.

Assists in establishing OPH as a resource for information and technical advice on public health and exposure prevention.  Provides educational presentations and trainings to internal and external partners.   Prepares reports for agency management on the status of emergency and response activities. Responds and communicates public health information to the public, state and local government and regulatory agencies, industry, and private organizations before, during, and after events occur. Serves as a point of contact and liaison for organizations and communities on emergency response activities.  Assists Regional Medical Director in coordinating public information with local media outlets.  Serves as the Region 4 Safety Coordinator. Duties include reviewing ODR reports for new hires and annually, tracking quarterly meetings and inspections, and tracking required safety trainings. Responsible for the annual Loss Prevention Audit.

Prepares regional emergency preparedness budget requests for emergency supplies, equipment, and training.   Responsible for overseeing and maintaining all emergency equipment and supplies.  Responsible for establishing a community site for the regional decon trailer and assist with inventory of equipment and supplies.  Serves as the liaison between OPH and the medical community in the deployment of the decon trailer in an emergency or an exercise. Responsible for climate control storage areas that store emergency preparedness supplies.  Coordinates regional emergency preparedness trainings, including online and in-person trainings.  Ensures new staff receive emergency preparedness training.  Maintains BLS Instructor status and ensures all medical staff are current with BLS Training. Performs additional duties assigned by the Regional Medical Director, Regional Administrator and BCP Director as needed.

Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus three years of professional level experience in administrative services, economics, public health, public relations, social services,  health services, or surveying and/or assessing health or social service programs or facilities for compliance with state and federal regulations.
 
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
 
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
 
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
 
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
 
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
 
Graduate training with eighteen semester hours in one or any combination of the following fields will substitute for a maximum of one year of the required experience on the basis of thirty semester hours for one year of experience: public health; counseling; social work; psychology; rehabilitation services; economics; statistics; experimental/applied statistics; business, public, or health administration.
 
A Juris Doctorate will substitute for one year of the required experience.
 
A master's degree in public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration will substitute for one year of the required experience.
 
Graduate training with less than a Ph.D. will substitute for a maximum of one year of the required experience. 
 
A Ph.D. in public health; counseling; social work; psychology; rehabilitation services; economics; business, public, or health administration will substitute for two years of the required experience.
 
NOTE:
Graduate training will substitute for a maximum of two years of the required experience.
 
NOTES:
Health services include all services dealing with the diagnosis and treatment of disease, or the promotion, maintenance and restoration of health for sick or injured individuals.
 
Public health includes jobs such as sanitarian, public health engineer and public health epidemiologist.
