Job description

Title:Program Manager – HOUSING

Summary:

Administrative management and program supervision of professional staff members to effectively provide housing services to qualifying individuals and families. Assist in developing program budgets and closely monitor revenue, expenses, and grant guidelines to assure program goals are achieved.

Manages all aspects of Housing program and department expectations, by developing project plans; communicate changes and progress; manages project team activities. Works with other managers to achieve integration and high level of work product, effective resource management, and leadership goals; utilizes the strengths of the assigned team, committees, or other resources to meet the goals of the organization. Meets all best practices, quality management, funder, and department goals; provides high-level oversight and verification that work processes and compliance needs are met; and uses data and feedback to better work processes and outcomes.

Salary/Status:

Full-time Professional, Exempt position

65,000 depending on experience and education

Manages the following programs and/or services

o Emergency Services Programs

o Rapid Rehousing and homeless prevention

o Data Management and Quality Assurance

o Outreach Initiatives

o All non-SSVF housing programs

EDUCATION AND/OR EXPERIENCE

Level of Education: Master’s Degree strongly preferred or at a minimum of a bachelor’s degree in a social science field. Areas of study include social work, psychology, public administration, healthcare and/or public health.

Work Experience: With the minimum of a bachelor’s degree, five years of supervision required or five years of experience in social services. With a master’s degree, two years of experience in social services with progressively higher levels of responsibilities. Supervisory experience required. Database analysis, report writing, and compliance experience strongly preferred; experience in community outreach.

Substitutions: Supervision of volunteers and interns can be used for supervision requirement.

ADDITIONAL QUALIFICATIONS

Computer Skills

To perform this job successfully, an individual should have basic proficiency in database software; Internet software; Spreadsheet software and Word Processing software. Knowledge and experience in database development and/or data management, preferably in a nonprofit setting.

Language Skills

Ability to read and write at a professional level: to read, analyze, and interpret and implement general business documents, professional journals, technical procedures, or governmental regulations and write reports, business correspondence, and procedure manuals. Ability to gather data, analyze information and interpret information to build useful and required reports or presentations. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

Mathematical Skills

Ability to adapt a budget into a tracking form and understands the basics of a budget. Ability to review monthly expenditure to ensure alignment with budget and funding requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Core duties and responsibilities include the following. Other duties may be assigned.

First 90 Days Expectations

1. Submit a completed work plan for program

2. Attend all required training and program webinar

3. Establish a system to increase stabilized housing

4. Complete research on developing an innovative best practice in the field

5. Develops systems to organize forms, files, policies and overall administrative functions

6. Documents program goals and outcomes to show implementation of goals

DUTIES AND TASKS

Planning and Implementation

Prioritizes and plans work activities; uses time efficiently; plans for additional resources; sets goals and objectives; develops realistic action plans.

1. Creates position, program, department, and agency plan, as appropriate

2. Utilize position and knowledge to add to the development of plans

3. Read and implement the agency Strategic, Annual and Departmental plans

4. Ensures all grant/funder/stakeholder/committee requirements are included in a planning structure

5. Ensures the appropriate use of resources in planning activities – volunteers, vendors, committees, community partners

6. Plans to help increase productivity, efficiency, and effectiveness

7. Reports up to Department Leader on the overall successes and issues regarding department.

8. Implements volunteers and interns into all levels of service or developmental goals.

9. Ability to be culturally and linguistically competent in serving the needs of diverse clientele

10. Provide professional level presentations to internal and outside groups on Employment Services, Adult Education and other Social Services issues

Leadership Duties

  • Acts as a member of the Disaster and Contingency Planning team
  • Provides presentations to the community, the board of directors and to CRR teams regarding the services and outcomes of housing programs.
  • Establishes strong relationships with community partners by regularly attending meetings and developing innovative methods to improve programs.
  • Maintaining a strong collaborative relationship with community partners

5. Balances team and individual responsibilities; exhibits objectivity and openness to others’ views

6. Gives and welcomes feedback

7. Acts respectfully and supportively towards other team members efforts to meet the mention.

8. Works as a highly cooperative member of the CRR staff and volunteers to accomplish agency and departmental goals

Supervision: All responsibilities must be in accordance with the organization's policies and applicable laws.

1. Provides technical supervision to assigned staff and interns including observations and feedback

2. Responsible for the overall coordination, implementation, and evaluation of assigned employees

3. Effectively manage team to ensure completion of work, high level of cooperation, and integration with other departments

4. Directly supervises assigned staff, interns, and volunteers and acts as supervision resource for all staff, interns and volunteers

5. Address and manage employee complaints and team/employee issues

6. Uses staff in planning, decision-making, facilitating and process improvement

7. Continually works to improve supervisory skills

Department Compliance Expectations

1. Implement policies, best practices, guidance, standards to create framework for effective work processes and services

2. Understand and implements program /department organizational development to increase efficacy, better outcomes

3. Use and ensure the compliance of all protocols as required by funding sources

4. Complete and submit timely and accurate documentation; financial/program paperwork, forms, letters, surveys, reports, meeting notes, and all other required correspondence, ensuring it is according to departmental standards

5. Knowledge of general office practices and procedures and uses them effectively to streamline work

6. Through the Quality Management Program look for ways to improve and promote quality; demonstrates accuracy and thoroughness

Agency Compliance

1. Consistently at work and on time; ensures work responsibilities are covered when absent; arrives at meetings and appointments on time

2. Follow instructions; takes responsibility for own actions; keeps commitments; commits to complete additional work when necessary to reach goals; completes tasks on time or notifies appropriate person with an alternate plan

3. Read, understand, and follow CRR Policies and Procedures

4. Maintain appropriate levels of documents regarding files, reports, correspondence, personnel, and financial paperwork

5. Attend meetings as scheduled

6. Communicate proactively and professionally with peers and stakeholders through phone and emails

7. Follow all regulatory requirements for reporting suspected abuse or neglect.
