In 1980, a group of Philadelphia health and social justice activists came together over concerns about the well-being of pregnant people and infants. They created Maternity Care Coalition (MCC) and advocated for change with policymakers and decision makers.
Today, we continue to center children and their families by supporting, referring, educating, researching, and advocating.
Position Summary
Responsible for the day-to-day operations of the Healthy Families America (HFA) Program. The HFA Program Manager ensures compliance with program and contractual requirements. Ensures the delivery of high-quality services to pregnant people, children, and families. Responsible for administration, supervision, and program development.

Essential Tasks
Administrative
- Implement HFA Best Practice Standards, adhere to MCC’s policies and procedures, and remain current on HFA practices to ensure model fidelity.
- Maintain accurate documentation for weekly supervisory sessions.
- Review and maintain program systems (home visit completion, referral outcomes, TS Gold, CQI) to track and monitor quality assurance.
- Monitor program deliverables and outcomes; assure accurate data and reports are submitted by all staff on a timely basis to meet program requirements.
- Complete monthly manager’s reports timely as required by the program.
- Assist with program development specific to the needs of the service community.
- Assist with the HFA Equity Plan ensuring adherence to MCC requirements and HFA Best Practice Standards.
- Participate and facilitate staff trainings and provide input on overall staff training needs.
- Prepares performance evaluations timely with input from staff
- Identify individual, agency or system problems which impede service to clients and/or productive teamwork and provide (verbal or in writing) recommendations for problem resolution.
Community Engagement
- Knowledge and/or commitment to learning the concepts and practices associated with community health issues, particularly with pregnant people, childhood development, parenting and other services for mothers, fathers, caregivers, young children and their families.
- Provides culturally inclusive outreach displaying consideration to the service population’s cultural, linguistic, and socioeconomic characteristics while promoting MCC/HFA services to support external partnerships and relationship building.
- Support outreach efforts by contributing to outreach plans and coordinating staff attendance at outreach events (community meetings, workshops, and health fairs).
- Attend community meetings, events, health fairs and represents MCC as needed or requested by the Director.
Management
- Create and maintain a creative, positive, sustainable, supportive work environment.
- Provide weekly administrative, clinical, and reflective supervision to program staff (Advocates).
- Maintain knowledge of early learning, maternal and child health and other health and school readiness practices.
- Cultivate relationships with internal and external stakeholders to facilitate change, success, and sustainability of the HFA program.
- Ensure the provision of high quality, cultural inclusive services to families
- Ensure timely follow up on referrals, completion of screenings, scheduling and completion of home visits, and attendance at community activities.
- At minimum, facilitate bi-monthly team meetings
- Attend monthly Leader’s Meeting
- Conduct 2-4 home visit observations per Advocate per role (Home Visit and FROG)
- Regularly review client files and provide feedback to staff. At minimum, conduct bi-monthly file review days
- Support staff in referring participants needing more intensive follow-up to appropriate agencies
- Strengthen own and staff’s skills by assigning and attending trainings/professional development opportunities

Experience, Education, and Licensure
Required
- Bachelor’s degree in Social Work, Public Health or related field required; Master’s degree preferred
- Valid driver's license with driving experience and clean driving record
Preferred
- 1+ year of supervisory experience
- Experience with maternal child health
