Job description

The Program Manager will be responsible for managing and developing programs that allow MasterCorp to fill short term and/or seasonal staffing needs by leveraging Contingent Talent as part of our extended talent ecosystem.  The ability to quickly deploy contingent workers from diverse sources and talent pools is critical to our aggressive 3-year growth roadmap.

The Program Manager is responsible for ongoing development, optimization, and administration of existing Foreign Guest Worker (Global Associates) Programs through US Department of Labor(H2B) and Department of State. (J1 work and Travel)

  • H2B Program – Work with Talent Acquisition and Operations stakeholders to ensure strategy, fulfillment and governing processes are in line and achievable with business objectives.
  • J1 Work and Travel – Working with Talent Acquisition and Operations, the Program Manager will work with leadership to ensure compliance with both Government and MasterCorp guidelines.
  • Newly Authorized US Workers and Refugees – Work cross-collaboratively with multiple stakeholders to develop sustainable process to identify and pipeline this emerging talent pipeline for sites across the United States.

In addition to existing Foreign Guest Worker Programs, the Program Manager will work with Talent Acquisition and Operations Leadership to identify, develop, and execute new guest worker programs to further enhance and augment current and future Field Manager openings while providing enriching and diverse opportunities for our global talent pipeline.

 

New program opportunities to supply manager pipeline include development of TN Visa and J1 Intern programs.


  • Bilingual (English/Spanish)
  • Associate or Bachelor’s Degree or equivalent combination of education and work experience.
  • Passport Holder – Able to travel internationally for key Global hiring events.
  • 3-5 years of direct professional experience in Global Mobility role responsible for strategy and fulfillment of H2B and J1 Visa.
  • Demonstrated knowledge and understanding of compliance with DOL, DOS and USCIS regulations as related to Foreign Guest Worker programs.
  • Excellent Project Management, detail orientation and communication skills.
  • Deadline and Priority oriented, strong sense of urgency

TRAVEL REQUIREMENTS

  • Frequently – Up to 30% of travel (including international air travel). Some travel periods are more frequent than others 

  • Partner with multiple stakeholders to determine appropriate programs to fulfill seasonal and temporary staffing needs to support key business objectives.
  • Full life-cycle program administration from in-country hiring events through US departure or new work site assignment.
  • Partner with legal stakeholders to ensure compliance with Government Foreign Guest Worker Programs and preparation of required documentation.
  • Manage processes to ensure compliance with all state and federal guidelines as well as visa sponsor regulations.
  • Source, screen and extend job offers to prospective visa beneficiaries.
  • Assist in gathering and preparation of required documentation for sponsor program approvals and filings.
  • Complete required sponsor check-ins pre-and post-arrival.
  • Work with site leaders to manage and coordinate interviews, housing, arrivals, and departures.
  • Manage worker arrival processes and itineraries through coordination with sponsors, workers, and site management to ensure proper onboarding.
  • Generate and maintain area resources guides for compliance requirements, housing, reimbursement, and other important information related to the foreign labor programs.
  • Coordinate trainings with Operations and assist with the setup of shared websites for communication.
  • Compliance, training, or special events.
  • Ensure reimbursement of any travel costs per Government regulation within first week of Associate arrival
  • Ensure hours requirements is met for both J1 and H2B programs.
  • Notify appropriate parties regarding early departures/termination/abscond or other notification events.
  • Track and report cultural activities provided by sites.
  • Coordinate, track and report arrival and departures of foreign labor associates to sites, including housing information.
  • Provide and update important information to MasterCorp sites in preparation for arrival of J1/H2B visa holders.
  • Gather and maintain required information related to hours worked and other employer requirements related to wages, housing, etc.
