Position Summary Position open until filled/First Review of materials will begin: 8/23/2023 Salary range for this position is: $51,444/yr.

- $69,228/yr. (depending on experience) Applicants must be currently authorized to work in the United States on a full-time basis. The employer will not sponsor applicants for work visas.

Under the supervision of the Associate Director of Facilities, the Program Manager will be responsible for providing complex support to the Facilities Department. The position requires extensive knowledge and experience specific to the program. Key responsibilities include, but are not limited to assisting with planning, implementing, and evaluating policies; devising and implementing procedures; developing information to support budgetary requests and expenditures; Project management; contract administration; management analysis; property management; space management; and program management.

This position directs the work of Classified, temporary, Student, and Work Study employees. This position is governed by a collective bargaining agreement with representation by WFSE. What you will be working on: Directs the work of Facilities and Mail Services office support staff, interviews and recommends selection of applicants, conducts training, assigns and schedules work, assigns tasks acts on leave requests, supports annual performance evaluations and recommends corrective and /or disciplinary actions.

Manages financial transactions related to mail services Prepares budget requests or revisions for Associate Director approval and provides assistance and information, reviews expenses, statistical and budget status reports, and advises Assistant Director of financial status and problem areas. Assists Associate Director, Capital Projects Associate Directors, and Executive Director with duties related to project planning, reports, budgeting and the day-to-day operations of the Facilities Department; develops cost estimates and plans and projects future program needs. Coordinates agenda items, schedules meetings and takes minutes at Facilities & Operations Management Advisory Committee (FOMAC) meetings Interprets, advises, and implements institution policies and procedures related to Facilities, acts as a first point of contact for Facilities staff regarding State and financial policy and procedures.

Prepares and reviews departmental invoice vouchers, purchase requests, personal service contracts, travel documents, IDC and credit transactions Reviews, analyzes, verifies and corrects the accounting data using finance system Analyzes capital projects financial report; accounts payable discrepancy resolutions Assigns correct budget numbers and records the capital project expenditures Analyzes monthly expenditures for the department budgets and provides reports for maintenance supervisors Monitors annual PO expenditures and prepares monthly reports. Responds to vendors' questions regarding payments and invoices processing Reviews department program operations and recommends changes and modifications and expansion with appropriate documentation and analysis Develops and establishes procedures to implement new programs and/or activities; formulates and develops new program policies and practices. Serves as a backup lead for Megamation project management and facilities ticketing reporting system.

What you bring as a candidate: (Any Equivalent Combination of Knowledge, Skills, Abilities, Education and Experience) Bachelor's degree in related field and two or more years of administrative experience, including managing and advising on budgets and expenses; OR four or more years of responsible administrative experience, including managing and advising on budgets and expenses, in a related field Demonstrated experience in effective use of technology such as Microsoft Office including Excel and Word, and computerized maintenance management systems (CMMS) Familiarity with enterprise software systems such as PeopleSoft Demonstrated experience in successful project management. Demonstrated ability to communicate effectively and respectively with people from diverse educational, ethnic, and cultural backgrounds.

The noise level in the work environment is typical of that of an office. Encounters frequent interruptions throughout the workday.
