Program Manager | Enterprise Data

BLN24 is looking for a Program Manager (Contingent) to join our team.

What you bring to the Game: 

• Experience in developing and implementing modern data management solutions within at least three of the following areas: Future State Data Architecture & Engineering, Data Analytics and Visualization Development, Semi-structured and Unstructured Data Analysis, Future State Geospatial Development, Business Intelligence, and Transition Support Services.

  - Ability to develop and execute a comprehensive program strategy to achieve the project goals and objectives,

  ensuring alignment with organizational objectives.

• Leading and coordinating multiple projects within the USDA (U.S. Department of Agriculture) or other federal agencies, using Agile methodologies and frameworks.

• Managing the project scope, schedule, budget, and quality, adhering to BLN24 standards and client requirements.

• Communicating effectively and proactively with internal and external stakeholders, including senior management, clients, partners, and project teams.

• Identifying and resolving program risks and issues, escalating as appropriate.

• Supporting business development activities, such as proposal writing, client presentations, and contract negotiations.

• A bachelor's degree in a relevant field, such as public policy, public administration, statistics, or computer science. A master's degree is preferred.

• At least 5 years of experience in project or program management, preferably in the government or social sector.

• Experience with the Software Development Life Cycle (SDLC) and Agile Release Train (ART) processes and tools.

• Experience with Cloud Migration and Data Lake Migration projects.

• Proficiency in Microsoft apps, especially Excel, PowerPoint, Teams, and Sharepoint. Experience with project management software, such as Asana or Jira, is a plus.

• Excellent verbal and written communication skills, with the ability to adapt to different audiences and contexts.

• Strong analytical and problem-solving skills, with the ability to think creatively and strategically.
