DEPARTMENT SUMMARY: The Los Angeles LGBT Center’s Department of Health Services is one of the nation’s largest and most experienced providers of LGBTQ-specialized primary care and related services, Our mission to help LGBTQ people lead healthier, happier lives is supported by our comprehensive array of client-centered services including primary care, mental health, psychiatry, sexual health, pharmacy, case management, nutrition, clinical research, housing services and a food pantry. The Center is one of a handful of Federally Qualified Health Centers in the nation specializing in serving LGBTQ people.
JOB SUMMARY: The Program Evaluator conducts systematic inquiries to understand Center program outcomes and processes. Using quantitative and qualitative methods, the Program Evaluator will synthesize data and communicate actionable findings to program staff, leaders, and stakeholders. Applying project management skills and interdisciplinary expertise, the Program Evaluator is responsible for overseeing, coordinating, and managing internal and external evaluation projects and resources to achieve organizational goals. They also will develop and review evaluation plans for Center programs and grant-funded projects. Ideal candidates will be able to balance competing demands, delegate, work independently and in groups, identify and resolve obstacles to efficient operations with minimal oversight, and work collaboratively with a diverse and busy group of colleagues.
ESSENTIAL FUNCTIONS:
• Meet with Center stakeholders to establish the evaluation design and methodology/draft proposals for needs assessments, program evaluation, and data collection projects.
• Serve on evaluation teams to develop comprehensive-multi-year program evaluation plans (quantitative and qualitative), logic models, and key performance metrics as well as individual time-limited evaluation projects.
• Collect primary data through conducting interviews, focus groups, and surveys.
• Verify that evaluation plans complement and are consistent with established strategic plans, programmatic requirements/activities, and federal/state guidelines.
• Conduct qualitative evaluation activities, including designing interview/focus group protocols, coding data, performing analysis using thematic coding and qualitative software programs.
• Prepare evaluation reports, presentations, or manuscripts.
• Communicate evaluation findings to key stakeholders and program staff to provide recommendations.
• Other duties as assigned.
JOB QUALIFICATIONS:
• Knowledge of or experience working with the LGBTQ community and familiarity with issues of particular relevance to LGBTQ people.
• A passion for the Center’s work and its mission to make the world a better place for LGBTQ people.
• Minimum 5 years of experience in program evaluation, assessment, or quality improvement, with bachelor’s degree from an accredited institution or three years’ experience and a Master’s degree from an accredited institution.
• Demonstrated experience developing and implementing evaluation plans and data collection tools.
• Demonstrated experience conducting qualitative data collection and analysis (focus groups, key informant interviews) and/or quantitative analysis.
• Demonstrated experience with data management, writing, and generating evaluation reports.
• Experience using MAXQDA, Atlas,ti, Nvivo, Dedoose, or other qualitative data analysis software, highly preferred.
• Experience using R, SAS, or other quantitively analysis software, highly preferred.
• Proficiency in using survey software platforms such as Qualtrics, Alchemer, RedCap.
• Demonstrated ability to work effectively with people of diverse races, ethnicities, nationalities, sexual orientations, gender identities, gender expression, socio-economic backgrounds, religions, ages, English-speaking abilities, immigration status, and physical abilities in a multicultural environment.
