The role:
We are recruiting for a Program Engineer focused on Alternative Delivery to join our team! In this role, you will manage the development and maintenance of our design-build project delivery documents. A day in the life:
  • Lead the development, implementation, application and maintenance of our design-build contracting program.
  • Develop and uphold design-build program policies, procedures and guidance.
  • Coordinate with partners including the Department of Justice, Federal Highway Administration and technical support offices to ensure design-build specifications are consistent and current.
  • Provide training and guidance to staff personnel on Alternative Delivery methods.
  • Apply design-build project delivery theory and practices through contract development and administration experience as a journey level engineer.
  • Ensure the appropriate level of technical development, including quality control and quality assurance, has occurred such that the project may proceed to use a design-build method without undue risk to the agency.
  • Develop, coordinate, facilitate, conduct, and attend design-build guidance and training.
  • Lead and participate on various design-build work sessions.
  • Research proposed legislation, prepare testimony, and testify before legislative committees regarding proposed legislation related to alternative contracting methods.
  • Work in an office environment and/or approved remote work arrangement with occasional travel required.

Minimum qualifications:
A valid Professional Engineer's (PE) license in civil, structural, or transportation-related engineering.
Note: If registered in another state, successful applicants will be required to obtain professional registration in Oregon within six months of hire.
Special qualifications:
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Demonstrated skills and experience in transportation program management, project development and construction including interpreting construction plans, specifications and estimates.
  • Working knowledge and demonstrated skill in program development and change management.
  • Demonstrated skills and experience in bringing together diverse or opposing groups and working through different perspectives to arrive at mutually acceptable solutions.
  • Direct experience in civil construction design-build procurement and contracting.
