The Program Director is responsible for assisting in the operational, managerial, and administrative duties relating to the program. Responsible for the overall management of the programmatic, administrative, financial, and operational systems related to the provision of care and services; provision of regular and timely reports to ORR regarding operations, services, and finances; establishing a respectful and supportive workplace environment; and elevating any issues or concerns to ORR. Primary Liaison with Office of Refugee and Resettlement (ORR).
Essential Functions:
• Primary liaison between facility management team and ORR project officer concerning operations, emergencies, and reporting on all aspect of program operations.
• Coordinate both programmatic and financial elements of the services provided within the family reunification program.
• Responsible and accountable for the daily operations and administrative duties of residential facility and its outcomes.
• Ensure program adheres to the compliance guidelines for Administration for Children and Families, ORR, legal guidelines, and internal policies.
• Oversee and ensure the physical facility and premises meet the standards, functioning, and operations necessary for client care, meeting city ordinances and building codes, and permitting.
• Review, analyze and evaluate project applications. This evaluation includes the analysis of project descriptions, needs, goals, activities, and uses of funds.
• Initiate and set goals for programs according to the strategic objectives of the organization.
• Review and evaluate progress reports and final reports in order to ensure proper reporting procedures as outlined by guidelines.
• Plan the programs from start to completion involving deadlines, milestones and processes.
• Provide overall supervision and management of all program personnel.
• Ensure compliance of annual training requirements/licensure/certifications.
• Support mentorship and professional development of CFRC leaders and staff.
• Ensure the creation, updates and implementation of the shelter emergency and evacuation plan.
• Devise evaluation strategies to monitor performance and determine the need for improvements.
• Ensure compliance of occupational health and safety regulations for of youth and staff.
• Supervise all program and project managers involved to provide feedback and resolve complex problems.
• Develop and approve budgets for operation based on the finance department guidance and regulations.
• Build and maintain relationships with federal agency representatives that assist in improving grant application and project execution.
• Work with Grants Administrator and Finance & Accounting on the tracking of funding for residential facility.
• Responsible for ensuring all reporting requirements under the program are met.
• Assist in the evacuation of youth as needed due to inclement weather conditions, natural disasters, or other unforeseen occurrences.
• Maintain a safe, clean, and hazard-free work area.
• Ensure the proper supervision of youth at all times.
Personnel Supervised
The Program Director will supervise those activities of the programmatic, administrative, financial, and operational systems related to the provision of care and services. Overall supervision and management of all program personnel.
Qualification Requirements
Master’s Degree in Psychology, Sociology, Social Work, Clinical Counseling or other relevant behavioral science required. Additional degree/course work in related fields desirable.
Equivalent Education/ Work Experience:
Bachelor’s degree in psychology, Sociology, Social Work, Clinical Counseling or other relevant behavioral science, plus 5 years of experience as the director of a residential childcare program, residential youth program, or similar program for children and adolescents; or 5 years of progressive project management experience on
projects demonstrating advanced levels of financial and managerial responsibilities.
• 3-5 years of proven Management experience.
• Licensed Child-Care Administrator (LCCA) is required.
• Bilingual (English/Spanish) is required (read, speak and write).
Working Conditions/ Physical Effort
Work is performed mostly in an office setting. Some travel--including overnight travel, public speaking, evening and weekend work are requirements of the position. Regular computer works also required. While performing the duties of this job, the employee is required to stand; walk; sit; finger, handle, or feel objects, or controls; reach; climb stairs; balance; stoop, kneel, or crouch; talk and hear. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
