Mass General Brigham Behavioral & Mental Health (MGB BMH) is the enterprise clinical service line providing strategic direction and supports in collaboration with all Psychiatry Departments to integrate mental health services across the MGB network.

 

MGB BMH seeks a Program Director to provide oversight for addictions and related substance use disorder (SUD) programming across the system. This individual will play an important support role in the development of systemwide SUD strategy and implementation, as a member of the MGB BMH team and working in close collaboration with the Office of the Chief Medical Officer's team (OCMO). The Program Director oversees implementation and clinical operations for efforts to treat and care for our patients struggling with addiction, across the continuum of care, working closely with the local entities.

 

A key focus of this role will be to develop a consistent approach to providing care through the four existing bridge clinics and expanding programming for existing bridge clinics and addiction consult services.  A major focus of this role will be to implement the recently awarded Bureau of Substance Addictions Services (BSAS) five-year grant (with two renewable two-year renewable periods).  We seek an experienced administrator, ideally with substance use, addictions and mental health background and experience working in a highly matrixed environment and driving forward complex strategic initiatives. This position reports to the MGB BMH Executive Director, MGB BMH.

 Responsibilities

At the discretion of MGB BMH leadership, manage a range of MGB BMH initiatives (in conjunction with Office of Chief Medical Officer (OCMO) including, but not limited to, the following: 

      Manage, in close collaboration with the OCMO office to ensure alignment, the strategic planning efforts of MGB BMH for addiction services across system to more effectively and efficiently increase access:

o   Addiction consults (hospital-based services) 

o   Policy/advocacy/payment/gov't contract work  

      Address addiction in EAM dashboard to develop a set of metrics and reporting relevant to tracking trends and measuring performance;

      Work closely with the OCMO to develop consistent models of care across the system for addiction care;

       Work with entity sites in integrating addiction resources more effectively across sites systemwide;

       Address addiction workforce and training needs systemwide;

       Conduct regular due diligence and maintain awareness regarding best practice in addiction care; develop relationships with partners in addiction sector within city, state and nationally to inform system direction and to ensure ability to serve as thought partner amongst system leaders advising future directions, performance metrics, etc.

      Oversee and manage existing MGB bridge clinic operations (and budgets, see note below) at MGH, BWH, Pentucket Medical Associates and Salem Hospital, including:

      Financial/Budget

o   Oversee budget and funds distribution  

      Bridge

o   Oversight of MGB operational budget

      BSAS

o   Monthly bill back to state

o   Oversight of spend to date

 

      Operational Support

      Oversee implementation of strategy at Bridge Clinics:

  Manage development of end -to-end workflows with input from OCMO (e.g. Epic)

  Inform job description development for site based roles  

  Onsite presence with Bridge Clinics/Addiction Consult Team to advise and oversee key implementation 

o   Monitor care team staffing

      Facilitate site discussions and partner with OCMO to prepare agenda for Bridge and addictions:

o   Includes items related to BSAS, general Bridge and mobile van (OCMO led)

 

      Serve as implementation and operational manager for the BSAS expansion grant (commencing in April 2024), also includes:

         Develop and maintain, with regular input from OCMO, project plans and key milestones related to roll out and monitoring of requirements,

         Oversee Engagement and Equity Manager (new FTE),

         Support all BSAS communications, as needed,

         Support implementation and monitoring of SUD model as defined by OCMO with OCOO input, 

         Partner with OCMO to define key Epic workflows and prioritize amongst other digital requests across SUD portfolio,  

         Participate in regular site discussions related to grant expectations and system-goals. 

 

Other MGB BMH Activities and Strategic Initiatives:

      Other MGB BMH strategic initiatives may be assigned by senior MGB BMH leadership

 

The preferred candidate would possess as many of the following qualifications as possible:

 

1.     Bachelor's degree and/or 5 years of experience (Master's in social work, behavioral health/public policy or related fields preferred).

2.     A minimum of 5 years of behavioral health experience and/or addictions/SUDS experience preferred

3.     Local travel to system locations, as requested or needed to support local teams

Skills/Abilities:

 

1.     Ability to work independently with good judgment about when to seek help.

2.     Ability to build collaborative partnerships with external agencies and government entities

3.     Ability to listen to and collaborate well with internal colleagues to design and implement workforce development programs and strategies.

4.     Ability to build strong and trusting relationships with colleges, universities and other key stakeholders

5.     Comfortable working in a fast-paced environment

6.     Ability to prioritize and resolve critical issues efficiently and effectively with minimal supervision.

7.     Ability to effectively plan and facilitate meetings and workgroups.

8.     Strong time management and organizational skills, with an attention to detail, ability to work independently, manage multiple tasks and projects, meet deadlines, and manage to schedule.

9.     High degree of initiative along with ability to act as a team player, working collaboratively with others across the department and the organization.

10.  Excellent oral and written communication and presentation skills, with the ability to deliver presentations to a wide variety of audiences, develop multi-mode communications conveying a clear understanding of the unique needs of different audiences.

11.  Uses logic and a mixture of analysis, experience and judgement to make sound decisions when faced with problems/barriers to moving projects forward

 

Other Details

 

       Management over the Equity and Engagement Manager to be hired under new BSAS Bridge expansion grant 

 

       Oversee grant budgets and system allocations to support the work  

       Must be able to create budgets for grant proposals, working with colleagues

       Demonstrates fiscal responsibility by effectively using MGB resources

 

       Remote Hybrid/Assembly Row campus, with some local travel between Mass General Brigham sites.
