Our team is seeking an experienced information technology Program Analyst to run a client metrics and evaluation function. You are successfully responsible for planning, organizing, and overseeing the successful completion of the initial scope listed below. You will work closely with cross-functional teams, stakeholders, and resources to ensure program goals and objectives are achieved on time, within budget, and to the required quality standards.
Initial scope
5.4.1 CLIENT STRATEGIC METRICS DOCUMENTATION
The client Strategic planning process includes the identification of planned outcomes and measures consistent with the goals and objectives outlined in the client’s strategic plans. The Contractor shall provide functional support and recommendations to assist program and initiative owners in identifying metrics that may be used to evaluate program or initiative effectiveness, measure client being delivered, and show the alignment between client goals and initiatives and client strategies and priority goals. The program manager shall develop and maintain documentation outlining key performance indicators for key programs and initiatives outlined in the client Strategic Plan, planned key results and outcomes, and benefit and impact statements to meet business goals in coordination with client Service Lines and program owners. The Contractor shall develop and maintain Measurement and Evaluation SOPs detailing the business processes and procedures necessary to implement and maintain the Measurement and Evaluation Framework within the client.
5.4.2 QUARTERLY METRICS REPORTS
The Program Analyst shall develop Quarterly Metrics Reports necessary to track and evaluate program effectiveness and program clients. The Contractor shall coordinate with CLIENT Service lines and program owners to collect performance measure data and planned outcomes support the development of graphical data to demonstrate trends, outcomes, forecasts, and other related data to senior executives.
5.4.3 CLIENT PERFORMANCE MEASUREMENT & MONITORING REQUIREMENTS DOCUMENT (BASE PERIOD ONLY)
The Contractor shall assist OSC with defining user requirements for CLIENT performance measurement and monitoring tools or technology. The Contractor shall develop the CLIENT Performance Measurement & Monitoring Requirements Document during the base period, based on the measurement and evaluation framework, quarterly reporting requirements, and industry standards for performance measurement tools and dashboards.
Skills you will need:
· Ability to stay organized with strong attention to details.
· Project plan development experience – Ability to map structure processes to a defined plan, communicate direction, and work together as a team to meet objectives.
· Strong documentation skills to capture the key details of each working session, extract action items and deliverables, maintain tracking of all action items and deliverables, and ensure they are completed on time in a cross-functional team.
· Comfortable with follow-ups, gently but firmly pushing back, and holding team members accountable to ensure deliverables are met.
· Proactively identify risks and opportunities.
· Proficient in using Microsoft Word, Visio, Excel, and PowerPoint
Qualifications/Requirements
· Minimum of 10 years of applicable experience
· Must be able to pass a Federal Government background check.
· Must be available during normal business hours.
· Must be a US Citizen or Green card holder. VE does not provide Sponsorship.
