MSAG is currently in search of a Program Analyst (Budget and Procurement) to support the Department of State (DOS), Bureau of Overseas Buildings Operations.
Knowledge and Expertise Required of the Position:
- Prepares Task Order Proposals (TOPRs)
- Evaluates proposals for technical qualifications and pricing data.
- Analyze technical qualifications and pricing and provides recommendations on most qualified candidates/contractors.
- Evaluates Requests for Equitable Adjustments (REAs). Advises the COR on findings and prepares response draft issuance to vendors(s).
- Collaborates internally with Bureau's Finance Department for funding, and advises the COR on projected deficits on active task orders.
- Evaluates modification requests and prepares Request for Proposals (RFPs).
- Reviews and prepares responses to Requests for Information (RFIs).
- Prepares performance metrics, develops process flow requirements and responds to data calls for briefings to senior management, utilizing spreadsheets and various databases and software.
- Ensures contractor obligation for deliverables is met on each and every task order under the TPC contract.
- Works directly with the COR in the daily execution of the contract; Interface daily with stakeholders in providing resolution to myriads of issues affecting the Program daily.
- Prepares purchase requests. Acquire approvals from various funding levels throughout the organization and submits final request for task order awards/modifications.
- Develops and prepares management reports as directed for all levels on OBO management; prepares workload analyses, reports, and studies that address overall program/project status, trends, and problem areas for resolution; analyzes resulting data and prepares final reports and recommendations; monitors financial progress of projects using Department of State (DOS) accounting and tracking systems; and synchronizes the planning, budgeting, and reporting of projects to ensure project advancement is achieved.
- As required, creates and develops matrixes, justifications and analyses for a variety of programs supports by CM; develops requirements for contract actions, monitors obligations and expenditures for such program to ensure eventual completion within actual potential funding resources; monitors costs associated with any changes; and performs financial analysis for funding levels between to meet changing requirements.
Requirements:
- Bachelor's degree required and a minimum of 5 years relevant experience or 4 years plus MS/MA (or higher) degree in a related field.
- Active Secret Clearance.
- Knowledge and experience performing the following duties: process mapping, quantitative data analysis and metrics, life cycle costing, business and organizational improvement, and trend analysis.
- Proficiency in the Microsoft Office Suite is required.
- Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness of administrative and technical programs, along with knowledge of the mission, organization, and work processes of programs throughout a Department of State Bureau, and the relationships of administrative support activities (e.g., data processing, accounting, budget) to such missions.
- Knowledge is applied to conduct studies, analyze findings, and make recommendations related to the planning of substantive operating programs.
