This position is covered under the Federal Excepted Service under Title 10 United States Code, Section 1746 and Title 5, Code of Federal Regulations Schedule A, Section 213.3106(h).
Selections may be made at any advertised grade/band: AD-11 (Band A), AD-12 (Band B). Each increasing grade/band level will entail further knowledge, skills and abilities and complex duties that may be commensurate with compensation.Qualifications: To qualify for this position at a respective band/grade level, you must demonstrate in your resume/application that you possess the required years of specialized experience equivalent to one band/grade-level lower (or equivalent) to include having specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully with the experience that demonstrated a practical knowledge. Specialized experience areas include, but are not limited to:
- Extensive, in-depth knowledge of current DoD, National Institute of Standards and Technology (NIST), Defense Information Systems Agency (DISA), and government-wide cybersecurity laws, regulations, policies, procedures, and guidance.
- Knowledge of "state-of-the-art" network and/or platform IT architecture designs, interfaces, protocols, practices, and principles as they relate and interface with information management systems, cybersecurity and DoD acquisition systems.
In addition to the above qualifications, the following has been determined to be Quality Ranking Factors (QRF). Applicants who possess QRFs are considered to be Well-Qualified:
- BS or MS degree in a technical discipline such as, cybersecurity, or engineering.
- Acquisition Certification in the Information Technology or Engineering Career Field.
- Cybersecurity Certifications meeting DoD Directive 8570.01-M Level III standards, such as CISSP, CCSP, Cloud Plus, Security Plus, CEH, and others.
- Experience, consulting, and/or teaching ability and at least two areas related to cybersecurity. These areas may include but are not limited to the following:
- Cyber Resiliency
- Cyber Survivability
- Systems Security Engineering
- DoD Acquisition Cybersecurity Policy
- Risk Management Framework
- Cybersecurity Acquisition Documentation (SOW, SPEC, CDRLs)
- Oversight of Development Contractor Cybersecurity Programs
- Cybersecurity Maturity Model Certification (CMMC)
- Supply Chain Risk Management
- Software Assurance
- Secure Cloud Computing
- Zero Trust Principles and Architecture
- Program Protection Planning
- Offensive and Defensive Cyber Tactics, Techniques and Procedures
- Cybersecurity Test & Evaluation, including Mission Based Cyber Risk Assessments (examples: Cyber Table Top, CJA, MIRA and MRAP-C)
- Threat-based Engineering
- Information Systems Security Manager/Officer/Engineer (ISSM, ISSO, ISSE)
- Adversarial and cooperative testing (Red teams and/or blue teams)
- DEVSECOPS
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. - DAU Pay Band A (AD-11) (Equivalent to a GS-09 through GS-13 General Schedule grade equivalency): Minimum Education and Specialized Experience:
- Basic requirements for Band A include a minimum of a Bachelor level degree and up to four years of experience in the appropriate functional area.
- DAU Pay Band B (AD-12) (Equivalent to a GS-14 General Schedule grade equivalency): Minimum Education and Specialized Experience:
- Basic requirements for Band B include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of six years of experience in the appropriate functional area. Advanced degrees are highly desired in Band B.
- DAU Pay Band C (AD-13) (Equivalent to a GS-15 General Schedule grade equivalency): Minimum Education and Specialized Experience:
- Basic requirements for Band C include a minimum of a Bachelor level degree in an appropriate discipline and a minimum of eight years of experience in the appropriate functional area. Advanced degrees are highly desired in Band C.
