Associate Degree in accounting preferred
Government procurement experience preferred
Equivalent combination of experience and education
Special Requirements:
Possess and maintain a SC Driver's License or ability to provide own transportation
Travel to school district buildings and professional meetings

Responsible To: Chief Finance Officer
Job Goal:The Procurement Specialist, under moderate supervision, performs intermediate skilled work with limited decision making discretion managing the procurement process for the district based on the requirements of the procurement code, policies, procedures, and state guidelines. This position serves as procurement officer for assigned areas assisting personnel with purchase orders to include processing and approving. Employee performs complex services to carry out Board of Education policies and procedures related to procurement under the direction of the Chief Finance Officer.
Essential Functions:
  • Adhere to all state, federal, and local laws, policies, and procedures
  • Establish and implement budgeting and fiscal management systems consistent with local, state, and federal requirements
  • Prepare and review various reports and perform special projects
  • Verify, approve, and process purchase orders and invoices to ensure compliance
  • Manage reconciliation/compliance
  • Oversee, prepare, and complete all bid documents including notice of bidders, instruction to bidders, advertisements, specifications, evaluations, negotiations, intent to award, statement of award, notice to precede and contracts
  • Evaluate suppliers, products, and services through analysis of comparative prices and negotiate contracts
  • Monitor supply market and trends
  • Oversee purchases, vendor selection, contracts, and best source selection
  • Assist in preparing, analyzing, and approving Request for Quotes
  • Make purchases based on competitive bidding in accordance with state procurement code
  • Review vendor statements for accuracy and compliance
  • Provide in-service training for purchasing procedures as needed/required
  • Assist external customers, vendors, and historically underutilized businesses (HUB) with information and direction on how to conduct business with the district
  • Prepare, advertise, solicit, and manage all purchases over $25,000
  • Monitor and approve all purchase orders over $10,000 and all blanket and emergency purchase orders (regardless of amount) to ensure compliance with procurement code
  • Maintain ethical standards and confidentiality when dealing with procurement actions and FOIA requests
  • Complete local, state, or federal surveys and reports accurately and promptly
  • Ensure that all finance systems are fair, equitable, and adhere to state, federal, and local laws, and school board policies
  • Participate in professional development workshops and leadership training
  • Create an inclusive environment with positive communication/public relations
  • Perform related work as assigned or required

Knowledge, Skills, Abilities:
  • General knowledge of principles and practices of public school finance
  • General knowledge of required records preparation and maintenance
  • Knowledge of State and school board policies, procedures, and standards regarding school systems
  • Knowledge and understanding of accounting and auditing principles, practices, and procedures; financial and statistical record-keeping techniques
  • Knowledge and understanding of procurement process, procedures, and regulations
  • Skilled in technology with demonstrated ability to use spreadsheet software and word processing software
  • Ability to maintain professional and emotional control under stress
  • Ability to learn and use specialized tools, equipment or software related to business needs
  • Ability to use computer-based financial software packages to include experience with database search and retrieval both through query functions and typical web-based reporting in order to answer questions or to detect errors
  • Ability to develop and monitor a budget
  • Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations
  • Ability to communicate effectively
  • Ability to employ positive communication skills in all settings/mediums
  • Ability to reason, make judgments, and maintain effective working relationships
  • Ability to problem-solve utilizing sound judgment
  • Ability to maintain confidentiality regarding school system business
