Job Duties
The Virginia Department of Historic Resources is the State Historic Preservation Office (SHPO) in Virginia. As the SHPO, DHR administers a number of federal programs. DHR is also a state agency in the Natural and Historic Resources Secretariat. DHR fosters, encourages, and supports the stewardship and use of Virginia's significant architectural, archaeological, and historic resources as valuable assets for the economic, educational, social, and cultural benefit of citizens and communities. The Department of Historic Resources (DHR) is seeking an experienced Procurement Officer with solid accounting and procurement knowledge and demonstrated experience in managing priorities in a fast-paced environment. Located in the museum district, DHR offers a learning environment that allows individuals to thrive in their careers, opportunities for professional training and telework options. Position responsibilities include: managing the agency's procurement of goods, supplies, equipment and services while ensuring compliance with state, federal and agency procurement rules, regulations, and reporting including using electronic purchasing (eVA); developing reliable sources for goods and services; preparing requests for proposals and award contracts; using the small purchase charge card; performing required reporting for applicable areas of procurement and fiscal, including but not limited to eVA Dashboard, SPCC, and SWaM; verifying proper coding of agency purchase orders and assisting with budget monitoring and accounts payable reconciliation; providing budgetary and procurement guidance to agency staff; coordinating agency surplus property; and maintaining proper entries in the DOA Lease Accounting System. The selected candidate is required to meet all established procurement objectives and provide back-up assistance in other areas of the Fiscal Division, as needed.
Minimum Qualifications
Experience demonstrating extensive knowledge of state and or governmental procurement policies and procedures required. Experience demonstrating knowledge of Virginia Public Procurement Act (VPPA), Virginia Agency Procurement and Surplus Property Manual (APSPM), eVA, and related accounting experience in COV state systems. The selected candidate must possess current VCA and VCO certifications and demonstrate experience utilizing both certifications in state procurement operations. The successful applicant will demonstrate knowledge of and experience with the DOA Small Purchase Charge Card Program; eVA Quick Quote; writing IFB's and RFPs; and reviewing and drafting vendor contracts. Proven purchasing experience compliant with the Agency Procurement Surplus Property Manual and the Virginia Public Procurement Act are required. Experience demonstrating Bank of America online bank reconciliation is required. Experience serving as the Program Administrator for the SPCC charge card program is required. Experience demonstrating the ability to research, interpret and apply state and agency policies to reach accurate conclusions; attention to detail and accuracy; and excellent problem-solving and decision-making skills are required. The desired applicant will display the ability to set priorities, effectively organize work, work independently, manage multiple tasks and activities while meeting deadlines, and work as part of the Fiscal Team. Experience demonstrating working knowledge of Cardinal is required.
Additional Considerations
Experience demonstrating advanced skills in Microsoft Excel, SharePoint, and other web-based computer operating systems is preferred. Knowledge of Generally Accepted Accounting Practices (GAAP) is preferred. Auditing experience is also preferred. Graduation from an accredited college/university with major course work in business, accounting, auditing or related field preferred. A combination of experience and training may be substituted for education. The selected candidate will be required to complete a criminal background check to include credit check and is required to file a State and Local Statement of Economic Interests as a condition of employment. A valid driver license is required.
