$83,636 - $107,120 with benefits package  
Paygrade 20
                               
HOURS:
12 months, 40 hours (8 hours per day), 260 days
Bargaining Unit:  This position is part of the supervisory support services bargaining unit
FLSA:  Exempt
  
QUALIFICATIONS
Bachelor's degree with a major in Business Administration or a related field.
Bondable status.
Certified Professional Public Buyer (CPPB), NIGP Certified Procurement Professional (NIGP-CPP), Certified Professional in Supply Management (CPSM) or equivalent.
Work experience must include either three (3) years as a Procurement Manager, five (5) years as a purchasing agent or five (5) years as an agency buyer.
Certified Public Procurement Officer (CPPO) and Maryland Public Procurement experience preferred.
Thorough knowledge of business methods, markets and purchasing practices; laws relating to public purchasing; various grades and qualities of a variety of materials, supplies and equipment used by the school division; and standard office procedures, practices and equipment.
Ability to compose clear and concise contracts and specifications.
Ability to plan and review the work of office staff in performing varied procurement functions.
Ability to express ideas clearly and concisely, both orally and in writing.
Ability to establish and maintain effective working relationships with associates, vendors and the general public.
Proficient with data entry equipment and personal computers to include word processing, spreadsheets and databases.
RESPONSIBILITIES
Supervise staff in the Procurement and Printing Services departments.
Initiate contact with vendors relative to services, supplies and equipment availability, purchase orders and contracts.
Obtain and study comparative prices and quotations.
Purchase supplies and equipment necessary for the operation of the school system by formal competitive selections, informal competitive selections, and competitive negotiations, and in compliance with current procurement laws, Board policy and procedures for required services.
Identifiy, evaluate, and recommend cooperative contracts to be used for purchases.
Study price trends and market conditions and keep informed of sources of supply and new product development and advise staff on procurement decisions.
Investigate quality and quantity of commodities purchased.
Prepare complete bidding documents, including notice to bidders, instructions to bidders, terms, specifications, and form of proposal.
Monitor all purchase requisitions to determine correctness of information, price extensions, coding information and so on.
Develop and maintain appropriate records, such as a vendor database, commodity register, bidders' list.
Maintain knowledge of E-rate programs rules and regulations for contract development. Ensure various forms are filed in a timely manner.
Maintain knowledge of E-commerce developments and its application for WCPS' procurement opportunity.
Manage the Procurement Card, Travel Card and Special Purpose Card programs.
Assume responsibility for correspondence relating to school system purchasing activities.
Evaluate all bid proposals and formulate recommendations for Board action.
Prepare for the comptroller periodic reports relating to the purchasing function.
Interface with telecommunication vendors to maintain up-to-date knowledge of new and changing technology and advise all Board personnel.
Annually review Procurement Procedures to ensure compliance with Board policy and current procurement laws.
Maintain knowledge of Interagency Commission on School Construction (IAC) rules and regulations dealing with construction bidding and minority business enterprises.
Maintain knowledge of procurement regulations associated with the use of Federal funds.
Manage the Printing Services operation including supervision of staff, managing budgetary accounts, workflow and inventory.
Maintain professional status and is active in professional associations related to job description.
