Process Safety Engineer - Must have Engineering Degree
Job Summary
The Marathon Los Angeles Refinery has an opening for a Refining Process Safety Engineer. This position will ensure refinery compliance with MPC Process Safety standards, Cal PSM (5189.1), Risk Management Plan (RMP), and the California Accidental Release Program (CalARP), Program 4. This position will also provide guidance and expertise to ensure refinery PSM/RMP /CalARP safety programs meet or exceed regulatory requirements. Additional duties will include interfacing with regulatory agencies on rule changes, incident investigation(s) or other inspections (i.e Program Quality Verification inspections, PQV). The hours of the position are 9/80's OR 4 days onsite and 1 day remote. On-call occurs once every 6 weeks. No TAR support required for the role.
Key Responsibilities
  • Provide guidance and expertise on PSM, RMP and CalARP regulatory compliance to ensure programs meet or exceed regulatory requirements.
  • Review and approve regulatory compliance documents submitted to regulatory agencies.
  • Serve as resource for internal stakeholders on interpretation of existing Process Safety regulatory requirements.
  • Ensure the appropriate investigation classification and methodology are conducted for Process Safety, personal safety, environmental, product quality, and security are conducted. Ensures investigative support is provided for various investigation methodologies such as root cause analysis (i.e., Tap Root). Stewards open corrective action items to closure.
  • Manage Process Hazard Analysis, Layer of Protection Analysis (LOPA), and Hierarchy of Hazard Control Analysis (HCA) are conducted per the 5-year revalidation regulatory cycle requirements.
  • Manage Management of Organizational Change studies (MOOC).
  • Manage designated safety reviews of Management of Change (MOCs), Pre-Startup Safety Review (PSSR) or Facility Siting reviews.
  • Provide Area Team support for PSM related items.
  • Review quality of closed incident investigations and ensures communication of learnings to field personnel.

Education, Experience and Skills
Minimum Qualifications
  • Must have a Bachelor's degree in Chemical Engineering. (Education must be obtained/completed prior to start date)
  • Must have at least 4 years or more years of safety or engineering experience in a refinery, Petro-Chemical or other related heavy industry.
  • Must be proficient in Microsoft: Word, Excel, Power Point and Outlook.
  • Must be able to wear appropriate PPE in the refinery (respirator), be able to physically perform all tasks in the field and take hair drug test and physical.
  • Must be legally authorized to work in the US without the need for future VISA sponsorship.
  • Travel Requirement is up to 5%.

Preferred Qualifications:
  • 5 years or more years of safety or engineering experience in a refinery, Petro-Chemical or other related heavy industry is preferred.
  • Knowledgeable on Management of Change process requirements, and ability to apply it across physical changes to assets as well as Management of Organizational Change (MoOC) to safety sensitive positions.
  • Knowledgeable and the ability to consistently apply qualitative study of process hazard-consequence and likelihood to determine process risk and available safeguards to reduce the risk. Includes methods such as HAZOPs and What If.
  • Knowledgeable and the ability to apply quantitative study such as Layer of Protection Analysis (LOPA).
  • Knowledgeable and has the ability to apply various incident investigation methodologies such as a Why Analysis, Tap Root (Root Cause Analysis), Human Organization Performance (HOP), etc.
  • Knowledge and ability to apply risk management process, including identifying, analyzing and mitigating the risk, using the operational risk matrix, prioritizing and managing risk reduction efforts.
  • Ability to develop and implement Process Safety programs and management systems.
  • Knowledge of the appropriate policy and the ability to develop and apply that policy within the organization often used to instruct personnel as to a required outcome.
  • A clean and valid driver's license is preferred.
