  • Supervises the lab technicians and plant operators when performing process operation duties.
  • Reviews all lab data; assesses compliance with laboratory certification requirements including QA/QC; reviews data entry of lab and plant operating data.
  • Prepares monthly DMR report including upload of data to DNR website; reviews for accuracy and ready for submission by plant manager; submits in absence of plant manager.
  • Develops and updates lab standard operating procedures and lab quality assurance manual; develops and updates plant operating procedures.
  • Purchases supplies for laboratory and plant process operations; specifies for bid on chemicals used in plant operations; specifies lab and Process Control equipment purchases and obtains quotes as required.
  • Makes decisions on plant operating parameters based on lab and plant data.
  • Assists in budget process for lab and plant accounts related to process operations.
  • Serves as back-up to laboratory technicians in performing laboratory analyses.
  • Maintains laboratory certification program as required by DNR rules and state statutes.
  • Prepares analytical reports and submits to internal pretreatment program.
  • Writes and maintains spreadsheets and database required to support the lab and plant process functions including lab testing calculations, lab quality control, and plant process calculations.
  • Maintains and works with the plant SCADA system and the plant Wastewater Information Management system; designs and generates plant and lab reports and graphs, data entry forms, system set-up and entering variables.
  • Supervises and schedules rotating operating and lab tech duties such as weekend operators and lab techs and on-call schedules; maintains and distributes on-call phones; posts and schedules holiday operators and lab techs.
  • Performs as operator-in-charge in absence of plant manager, working in conjunction with the other supervisors.
  • Works with outside consultants and contractors in planning, designing and construction of plant upgrades, updates and replacements, especially as relating to laboratory and plant process operations.
  • Acts as support and backup to Plant Manager.
  • Organizes emergency response to storms and equipment failure on a 24/7 basis.
  • Makes regular inspections of equipment and facilities.

Graduation from an accredited college or university with a degree in chemistry or biology, or related field and at least 4 - 6 years of experience in wastewater treatment plant operation and completion of operator training; or any equivalent combination of training and experience which provides the following knowledge, ability and skills:
Knowledge of
  • The laws and regulations related to water and sewage treatment and reporting requirements.
  • Standard laboratory principles, technology and equipment.
  • Principles of chemical, physical and bacteriological examination and treatment of wastewater, sludge, effluent and byproducts.
  • Chemicals and compounds used in the wastewater treatment process.
  • Operational hazards and the safety precautions used to avoid or minimize risks.
  • The use of standard office equipment, including computers and relevant software programs.
  • Pump station operations and maintenance.
  • Materials, tools and techniques used to maintain, repair and replace plant equipment.
Ability to
  • Follow prescribed methods and processes for wastewater treatment operations.
  • Maintain clear, orderly and concise laboratory records and reports.
  • Read, interpret and record data from gauges, meters and charts.
  • Assign and supervise the work of others.
  • Establish and maintain effective working relationships with consultants, contractors, vendors, supervisors and coworkers.
Skill in
  • Oral and written communications.

  • Data analysis and recordkeeping.
  • The use of specialized equipment and technology.
Necessary Special Requirements
  • Wastewater Operator Certification Advanced Laboratory required; other subgrades desirable.

  • The employee must occasionally lift and/or move up to 50 pounds.
