Job Description:
  • Orbis is looking for a candidate that will provide Privacy Compliance support to the Naval Sea Systems Command, Corporate Directorate, located in the Washington Navy Yard, in SE Washington, DC.
  • The Individual shall provide support for the principal Privacy Program Manager on all Privacy Act (PA) and Personal Identifiable Information (PII) matters; Coordinate and assist with requests to locations for responses; consolidate, prepare, and submit the quarterly PA/PII and annual FISMA Federal Information Security Management Act (FISMA) reports; and prepare/submit Systems of Records Notices (SORNs) to the Federal Register, as needed.

The Individual shall:
- Assist Privacy Program Manager (PM) with providing verbal and/or written guidance/assistance to all Staff Directorates, Program Executive Offices (PEOs), and Field Activities on PA/PII issues.
-Generate PA/PII requests directed to NAVSEA HQ and assist the DON appellate authorities by furnishing all background data and denial justification regarding FOIA/PA appeals and provide any necessary declarations, affidavits, administrative records, etc., required during the course of PA/PII litigation.
- Provide input to Privacy PM in publishing the NAVSEA's Privacy Act manual and for the OPNAV and the Secretary of the Navy Instruction on PA/PII.
- Use PII protection methodologies to protect classified and sensitive or Controlled Unclassified Information (CUI) including observable activities and indicators that could allow a potential adversary to ID, counter, and clone, destroy, or degrade the effectiveness of Critical Information or weapon systems capabilities.
- Facilitate NAVSEA PA "Live" Training and provides PA Field.
- Coordinate "train-the-trainer" training.
- Provide coordination and direction of Privacy Act/PII requests.
- Prepare, review, and submit all Privacy Act Systems of Records Notices (PA SORNs) for submission to the Federal Register, as needed.
- Review and approve Privacy Impact Assessments (PIAs).
- Review and approve PII Breach Reports.
- Prepare, coordinate, and review semi-annual PII spot checks and all follow-on actions.
- Review and provide guidance on directives and forms for compliance with PA/PII and SSN reduction policies and regulations.
- Conduct in-depth and comprehensive efficiency reviews to ascertain the effectiveness of PA programs NAVSEA-wide and assist activities developing the proper protocols for the effective implementation PA/PII Programs.
- Work with records management officials (e.g., maintenance and disposal procedures and standards, format, and reports), as appropriate.
- Assist the NAVSEA Privacy PM with guidance on handling PA/PII requests, scope of PA exemptions and fees, if any.
- Conduct annual review of the NAVSEA PA SORNs to ensure they are necessary, accurate, and complete.
- Develop and maintain metrics.
- Assist with the implementation of policy and procedures relating to the management and oversight responsibilities for NAVSEA's PA/PII programs.
- Support management of the NAVSEA Privacy Act Program. Ensure the NAVSEA PA Systems of Records Notice inventory is current and up to date.
- Identify new requirements for NAVSEA PA systems for records, analyze what changes need to be made to existing systems of records, and determine which systems of records notices can be deleted.
- Assist the Privacy Program Manager in answering inquiries; and PII breach reporting for NAVSEA HQ and Field Activities. Ensure that reporting complies with established mandates; coordinates with DON regarding risk assessment; notify reporting official regarding notifications, and follow-up compliance training.
- Collect statistical data and prepare the NAVSEA Privacy Act inputs for consolidation into the DON FISMA report.
- Develop and maintain administrative tools that are posted on the NAVSEA Privacy Act On-Line website for the use by NAVSEA subordinate Privacy officials with regard to PA Systems of Records Notices manage their programs, understand the provisions of the Act, implement office protocols for compliance with the Act, and Privacy Act training tools.
- Provide interpretation to NAVSEA subordinate PA officials on the implementation of PA programs as they apply to information releases and privacy implications.
-Make recommendations to the SEA 00A problem areas brought to the incumbent's attention with the goal of streamlining the programs and providing NAVSEA subordinate PA officials with the most up-to-date guidelines.
- Maintain a current and detailed awareness of NAVSEA, DON, DoD, and other Executive Department guidelines regarding the PA and must also maintain a current and detailed awareness of pertinent legal.
Required Skills and Experience:
- 5 Years of experience with 2 years with NAVY PA/PII preferred
Requirements:
-Bachelor's Degree in related discipline preferred.
-Must be a U.S. citizen
-A secret security clearance (can start with an interim)
