Job Summary
This position provides in-depth budget and financial analysis for MinnesotaDepartment of Agriculture (MDA) funds, so agency leadership, management and staff are able make informed financial decisions and take action. This position helps ensure that the agency meets its obligations in managing federal, state, and other funds in a manner that is consistent with all applicable federal and state laws, regulations, and policies.
This position provideshigh-level analysis and expert advice on fiscal questions, reviews and monitors budgets for all MDA funds, prepares and interprets budget related reports, advises agency personnel on procedures, and coordinates fiscal year end closing requirements as it relates to all assigned agency funding. This position alsoprepares and maintains annual agency spending plans to ensure the most appropriate and efficient utilization of resources available to the agency, assists agency staff in biennial budget preparation, coordinates fiscal year close, and reconciles agency revenue and expenditures.
This position is located in St. Paul and may have the ability to telework.
Qualifications
Minimum Qualifications
To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
Three years of accounting experience conducting budget analysis, providing financial advice and preparing and interpreting complex fiscal reports and records.
A degree in Accounting, Finance, Business or related financial field may substitute for experience as follows: Master's Degree will substitute for 18 months experience, Bachelor's Degree will substitute for one year of experience,Associate's Degree will substitute for six months of experience.
Knowledge of Generally Accepted Accounting Principles (GAAP) and practices enough to coordinate various phases of departmental accounting functions and to audit and interpret financial and budget documents.
Knowledge of accounting systems, budget policies and practices sufficient to prepare and review budgets and fiscal documents.
Experience presenting financial information using a variety of methods including PowerPoint, Excel, Microsoft Teams or other means of communication.
Ability to interpret laws, rules and regulations and direct staff to implement appropriate accounting procedures.
Knowledge of Microsoft Office - Outlook, Word, Excel, Access, etc. and/or other database reporting software.

Preferred Qualifications
Bachelor's degree or higher in Accounting, Finance or related field.
Knowledge of federal accounting, budgeting and reporting requirements.
Experience working with the State Financial Systems such as Budget Planning and Analysis System (BPAS), Fiscal Note Tracking System (FNTS), Statewide Integrated Financial Tools (SWIFT), Statewide Employee Management System (SEMA4) or OBIEE data warehouse.
Organizational skills and the ability to identify and solve problems, advise others, handle multiple priorities, meet deadlines, and apply innovative approaches and opportunities for streamlining existing processes.
Skilled in interpersonal relationships to establish and maintain effective working relationships with staff, other state agencies, customers, public vendors and with officials of other governmental agencies.
Advanced knowledge of establishing and managing appropriations in various funds including Federal Funds.
Advanced ability to recognize complex accounting problems and design appropriate accounting solutions and to provide leadership and direction to program managers to deal with budget problems.
Experience with the state legislative process; MDA relevant state laws, statutes, rules, regulations and policies governing the use of state and federal funds.
