Summary

The Principal Code Official has a significant level of authority for the decision-making, staffing, and budget for their functional area of responsibility, subject to approval regarding the most significant business and policy issues by senior management. Decision-making authority is somewhat defined as the freedom to determine how to accomplish work goals. The Principal Code Official is guided by substantially diversified Code procedures and specialized standards. Makes recommendations for policy and procedural changes with final approval from departmental management and supports the implementation of such changes. Provides input into overall strategy and approach in consultation with senior management and/or C&D Delivery leadership.

Responsibilities

Understands and directs implementation for all aspects of code compliance, the responsibilities of MTA C&D as a regulator, and integrating such into the project lifecycle.

 

Recommends and approves staffing and consulting needs.

 

Directs effective organization to provide status of code compliance activities through metric-based deliverables efficiently.

 

Prioritizes business needs across multiple business units within MTA C&D.

 

Effectively develops and recommends process changes based on different project delivery methods.

 

Education and Experience

 

Bachelor’s degree in Engineering, Architecture, Construction Management, or a related field.

 

Must have a minimum of fourteen (14) years of related experience.

 

Must have a minimum of at least eight (8) years in a managerial or supervisory role and/or project manager role in a large, multi-faceted organization.

 

An equivalent combination of education and experience may be considered.

 

Competencies:

 

Licensed Professional Engineer or Registered Architect preferred.

 

Demonstrated experience in project management/commissioning for projects with highly complex systems preferred.

 

Must be a Certified Code Enforcement Official within 18 months of hire.

 

Excellent communication and interpersonal skills.

 

Demonstrated ability to build relationships and work collaboratively with stakeholders at all levels within the organization.

 

Demonstrated ability to work in a high-profile, high-pressure environment effectively.

 

Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

 

Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

 

Must possess excellent team-building, listening, problem-solving, and prioritization skills.

 

Other Information

As an MTA Construction & Development employee, you may be required to complete the New York State financial disclosure statement – annually if your position earns $108,638 (this figure is subject to change) per year if the position is designated as a policymaker.
