Mission

Waséyabek Development Company, LLC (WDC), is a legal entity, created and wholly owned by the Nottawaseppi Huron Band of the Potawatomi (NHBP), a federally recognized Indian Tribe. Position Summary

The Pricing Manager is responsible for establishing pricing strategies, methodologies, and models for Waséyabek Federal Group (WFG) in coordination with Executive Management, reporting to WFG’s Vice President of Strategy and Revenue. Key responsibilities include managing the processes, resources, tools and training to ensure successful submission of proposals, not-to-exceed estimates and rough order of magnitude estimates in a timely manner. This will involve the preparation of cost reports and presentation of findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors.

Responsibilities:

General

  • Engaging with program and business unit leadership to develop costing, pricing, and estimating tactics and strategies needed to successfully price follow-on business and new capture efforts
  • Establishing program policy, procedures, and processes addressing cost proposal development, quality standards, and cost analyses
  • Overseeing the collection and analysis of cost data from functional representatives, subcontractors, and vendors.
  • Create cost models for cost estimating elements as required.
  • Supporting DCMA/DCAA offices and Government Compliance regarding proposal, rates, and business system audits
  • Interpret federal and state and international regulations as they apply to products, services, financial processes, and other processes, practices and procedures; implement policies and procedures to ensure that these are in compliance with the appropriate statutes and regulations and that regulatory reporting requirements are met.
  • Investigate and resolve compliance problems, questions, or complaints received from other units of the company, customers, government regulatory agencies, etc.
  • Audit and evaluate current policies, procedures, and documentation for compliance with government laws and regulations.
  • Reviews solicitations and provides input in go/no-go and prioritization decisions for pursuit of opportunities.
  • Develops strategies to predict the customer’s willingness to pay for services by extrapolating data regarding competitor’s price model from historic data.
  • Advises Vice Presidents on staffing salaries and proprietary workbook usage.
  • Prepares final pricing schedules, cost volumes, and cost narratives in response to Requests for Proposals (RFPs), Requests for Quotes (RFQs), Requests for Information (RFIs), and or Rough Order of Magnitudes (ROMs).
  • Leads pricing discussions, for both strategic analyses supporting proposal planning and tactical analysis for execution.
  • Improves the proposal process through transparency of pricing processes.
  • Provides training on pricing process flow to corporate staff.
  • Reviews strategic discounting (if applicable) to obtain a winning methodology.
  • Provides process and pricing recommendations to senior leadership.
  • Conducts price negotiations with other companies during proposal development.
  • Collaborates with internal and external stakeholders to leverage the most optimal price strategy.
  • Ensures strong collaboration across functions to provide timely communication to all relevant partners.
  • Compiles and analyzes win/loss data.
  • Works closely with the Contracts and Finance Department during contract award to ensure proposed costs coincide with contract award.
  • Completes contract modifications and updates pricing workbooks.
  • Maintains templates for pricing workbooks.
  • Maintains documentation of corporate pricing procedures.
  • Oversees budget versus actual expenditures on contracts and ensures customer deliverables are prepared in accordance with the contract.
  • Develops and implements pricing strategies for the company’s services by considering the price point in which to make a profit.

Team Support

  • Supporting the Federal Business Development (FBD) team with data analytics on various reports and projects
  • Supporting bidding and proposal efforts for pursuits of varying size and complexity across diverse WFG business lines
  • Working independently and in a collaborative team environment (including potential partners and subcontractors)
  • Attending required trainings
Qualifications, Knowledge, Skills, and Abilities:
  • Bachelor's degree in Finance, Business, Economics, Accounting or related discipline with a minimum of 10 years of experience in Pricing & Cost Estimating disciplines -OR- 7 years of stated experience with a Master's Degree
  • Proven ability to evaluate/analyze, integrate, and communicate Pricing/Estimating and financial impacts, cost issues and risks to senior and executive leadership.
  • Candidates must have thorough understanding of pricing and estimating methodologies, quality, and compliance requirements (FAR/DFARS/CAS) related to cost volumes and Cost Estimating and Rate System requirements.
  • Experience in proposals of various contract types (e.g. CPIF, CPAF, CPFF, FFP, etc.) and of varying sizes
  • Experience with responding to solicitation “Evaluation Notices” (ENs).
  • Experience compiling Requests for Quotes to subcontractors in accordance with solicitations and providing coaching to subcontractors, when necessary, to ensure they respond to the RFQ requirements fully.
  • U.S. citizenship required
  • U.S. Government/Military Industrial Complex background strongly preferred.
  • Strong mathematical and analytical skills, with an understanding of profit, terms, finance and return on investment, break even analysis.
  • Have a strong sense of finance or accounting principles.
  • Understand the impact of pricing on profit margins.
  • Need to be a team player with strong leadership and project management capabilities.
  • Must have advanced knowledge of Microsoft Office suite, especially Excel.
  • Must have knowledge of applicable Federal regulations and Government Funds Management.
  • Ability to navigate through complex issues, interpret, and transform financial data into recommendations to senior leadership.
  • Proven success in managing competing priorities as an individual and for the team.
  • Highly organized with the ability to multitask and prioritize workload.
  • Must be able to effectively communicate with customer and fulfill all duties and responsibilities as listed in the contract.
  • Ability to obtain and maintain a Secret Security Clearance
  • In depth knowledge of Pricing, Risk Analysis, Statistics, Regulatory Compliance, and other quantitative analytical tools
