Preventative Flushing Senior Maintenance Technician

The City of Raleigh Public Utilities Department, now also known as Raleigh Water, provides water and sanitary sewer services to roughly 198,000 metered customers and a service population of about 600,000 people in Raleigh, Garner, Wake Forest, Rolesville, Knightdale, Wendell and Zebulon areas. This position functions as the lead worker of each two-man crew assigned to the Preventative Maintenance Program within the Sewer Maintenance Division. Crews within this program are tasked with cleaning sanitary sewer mains on a routine basis in order to prevent system blockages and maintain compliance with the Division's State issued Collections System permit. Staff assigned to this role are responsible for the maintenance and operation of combination jet/vac equipment used to clean sewer structures by way of high-pressure water hoses and nozzles.
This position carries with it an on-call requirement which includes 8 hours of paid standby time per on-call week, plus the potential to earn overtime pay at 1.5 times the normal hourly rate for hours worked over 40.
The position's we are recruiting for will report to the North Raleigh Operation Center, located at 10700 Star Road, Wake Forest NC, 27587 or the Central Raleigh Operation Center located at 3324 Lake Woodard Dr, Raleigh NC, 27604.
Staff assigned to this role will provide functions critical to completion of the following tasks:

• Daily vehicle and equipment inspections.
• Maintenance of assigned equipment and tools.
• Complete work zone setup and teardown.
• Operate jet/vac combination truck.
• Assist with truck/supply room inventory.
• Assist with all other work-related tasks.

• Serve as lead worker by assigning work and monitoring work completion
• Work is conducted in a crew setting primarily in an outdoors environment in close proximity to heavy equipment, vehicle traffic, open manholes, and open excavations
• May involve entering areas with uneven or rough terrain to include creek beds, wetlands, or forested areas
• Perform semi-skilled general maintenance supporting City department(s) or maintenance function; selects proper maintenance tools and equipment for tasks; performs work following established safety policies and procedures and applicable codes and regulations
• Operates and maintains assigned equipment and tools; performs inspections to ensure safe operating conditions; performs routine repairs and/or replacement of parts; cleans and performs preventative maintenance; and monitors need for replacement or advanced repairs
• Complete inventory counts and monitor tool, equipment, and supply needs
• Complete setup/teardown of traffic control work zones and various safety equipment including trench boxes, hydraulic shoring, and confined space equipment.
• Complete various manual labor tasks such as loading/unloading equipment, setup of traffic control work zones, setup of combination jet/vac sewer cleaning truck, opening manhole covers, inserting cleaning nozzles into sewer pipes, monitor cleaning operations to identify any issues, teardown of equipment, routine cleaning of truck and tools.
• Respond to and investigate sewer backup, overflow, and odor calls. Take corrective action to address issues when needed
• Input data into electronic work order system
• Respond to sanitary sewer overflows. Utilize assigned jet/vac combination truck to clear sewer blockages, setup containment sites for spilled wastewater, manually move gas powered pumps into place, set pump hoses, clean up solid debris from contaminated areas, and restore impacted areas
• Provide support to the City's emergency response in the event of inclement weather, to include support for debris cleanup after severe storms or snow and ice response for Division facilities.
• May be required to perform special tasks during emergency and disaster events
• Must be able to work call duty and work after hours and on weekends/holidays on a rotating basis

Education and Experience:
High School Diploma or GED and three years of assignment-related equipment operation/driving or specialized maintenance experience or experience related to the fields listed below as shown:

• Construction: grading, storm drain, site work, builder, plumber, any utility construction (including fiber installation), road construction
• Landscaping: installer, maintenance, irrigation
• Mechanic: heavy equipment, HVAC, hydraulic systems
• Farming: manual labor, equipment operating
• Moving Company: labor, truck driver
• General Municipal Worker: utility inspector
• Tech School Student: mechanical
• Firefighter: full or part-time

OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation
Licensing/Certifications:

• Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain one within 30 days of hire.
• Valid North Carolina Class A Commercial Driver's License with a satisfactory driving record, or the ability to obtain one within 45 days of hire.
• NC WPCSOCC Collection System Operator Certification Grade I or ability to obtain within 1 year of hire.
• Collection Grade II preferred

ADA and Other Requirements:
Positions in this class typically require standing, walking, fingering, talking, hearing, seeing and repetitive motions.
Heavy Work:
Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently and/or up to 20 pounds of force constantly to move objects.
