Organization Background

Philadelphia FIGHT Community Health Center's HIV Pre-Exposure Prophylaxis (PrEP) Program is a nationally recognized program in PrEP delivery and implementation, as well as patient care. In support of Philadelphia's goal to end the HIV epidemic, we are looking to establish a full-time PrEP Program and Outreach Manager to oversee the expansion of our PrEP program, and the development and implementation of PrEP and HIV prevention education geared toward persons at-risk for HIV within the Philadelphia area.

This position will play a key role in the development and growth of PrEP patient enrollment by connecting communities to healthcare at Philadelphia FIGHT and providing ongoing internal support, quality assurance, outreach, service navigation and program management. The Program and Outreach Manager will work closely with community-based organizations to implement HIV prevention programs to increase the adoption of PrEP and ensure connection to care. Additionally, the Program and Outreach Manager will collaborate with other programs and departments internal to FIGHT to ensure the highest and most up to date standards of care are carried out agency wide. The position will report to the associate medical director of the PrEP Program and involve the supervision and oversight of community prevention specialists.

Job Responsibilities

Program Management:

  1. High level oversight, management and development of the PrEP program's strategic plan and objectives for continuous growth and expansion
  2. Perform routine quality assurance and analysis of the PrEP program's patient population and key data points to evaluate effectiveness and to guide future decision-making
  3. Keep current with the latest research and developments in the field of PrEP/PEP and HIV prevention to ensure that the program is always utilizing the most effective and up-to-date methods
  4. Manage the day-to-day logistics of the PrEP program including regular trainings on PrEP for current and new FIGHT staff, managing inventory including rapid testing materials, outreach and education materials, and SWAG
  5. Work closely with the finance department to manage the PrEP program budget including allocation of funds from donations and grant funding
  6. Seek out grant funding opportunities and work with the PrEP team to gather data to write and submit for grant applications
  7. Facilitate and oversee HIV prevention specialists for on-site and off-site community rapid HIV testing. Perform rapid HIV testing as needed.
  8. Coordinate interdepartmental and Outreach partnership meetings for the PrEP team, including assisting the associate medical director in running the weekly PrEP program meetings
  9. Collaborate with the FIGHT research team for ongoing research initiatives involving PrEP and HIV prevention
  10. Provide cross coverage on an as-needed basis for the PrEP Retention Coordinators

Outreach Management

  1. Create, schedule, and implement outreach programs and events for PrEP/PEP aimed at key demographic groups in Philadelphia with the goal of recruitment to PrEP clinical services at Philadelphia FIGHT
  2. Develop, coordinate, and maintain collaborative relationships related to PrEP implementation and service delivery with local community partnerships in and around the Philadelphia area to boost PrEP knowledge and encourage HIV testing and fast-track linkage to PrEP
  3. Facilitate training workshops, town halls, and community forums to provide expert advice about PrEP/PEP to community partners, community members and clinical practitioners
  4. Participate in MSM, Latinx and TGNC city-wide outreach events to raise awareness for PrEP and foster community involvement for HIV prevention efforts.
  5. Promote PrEP/PEP focused advertisements and marketing across diverse social media platforms, dating applications and print media, etc.
  6. Work closely with other departments within the FIGHT organization to expand PrEP knowledge
  7. Work closely with the PrEP Retention Coordinators in FIGHT clinics to continue to develop patient education and increase PrEP uptake among current FIGHT clients who would benefit from PrEP
  8. Plan and oversee annual PrEP Week events
  9. Create and manage HIV prevention education materials

Qualifications

  • Bachelor's degree in a relevant field is required
  • Master's Degree, or working towards a Master's degree, in a relevant field such as public health, is preferred
  • Familiarity and knowledge of Philadelphia FIGHT programs and service delivery models
  • Working knowledge with applicable Philadelphia community resources
  • Familiarity and willingness to utilize social media
  • Knowledge of PrEP and combination HIV prevention and treatment from a public health perspective
  • 2-4 years of experience with program management and client centered education is preferred
  • Previous experience using an Electronic Medical Record System (EMR) is preferred
  • Strong computer literacy with proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint)
  • Proven track record of organization, attention to detail and ability to respond promptly to requests, anticipate agency needs, and maintain efficient clinical operations
  • Ability to work across teams effectively
  • Sensitive to racial, economic, gender, and sexual orientation culture and differences
  • PA HIV Testing Certification is preferred

Physical Demands

  • Ability to continuously stand, walk or sit.
  • Ability to bend, climb stairs frequently.
  • Ability to lift up to 10 pounds infrequently.
  • Ability to squat occasionally

Work Environment

  • Generally works in a clinical office environment but may occasionally be required to perform job duties outside of the typical clinical setting.

Initial probationary period is three months.
