The Pre-Commitment Supervisoris responsible for supervising Pre-Commitment Investigators within the civil commitment unit. The position oversees all clinical and functional aspects of the work unit to include supervision, staff planning, research and development of policies and processes, etc.
As thePre-Commitment Supervisor, other duties will include:
Team Supervision
  • Provides administrative and clinical supervision for pre-commitment investigators within the civil commitment unit.
  • Oversees personnel decisions, program development, and quality assurance functions to ensure compliance with OARs and ORS specific to pre-commitment statutory requirements.
  • Participate in initial and ongoing assessment of pre-commitment resources; authorize requests for services payment; provide technical assistance to providers and other stakeholders involved in the commitment process.
  • Provide ongoing coaching and leadership of staff, conduct annual evaluation processes, provide feedback for career development, license and/or certification requirements and actions, etc.
  • Provide direction to staff for complex client or program situations, or inter-agency questions and resolution.

Case Review and Management
  • Assign cases to pre-commitment investigators daily and monitor case loads and work level.
  • Act as program liaison to community providers and staff.
  • Provide education as needed to family, staff, community providers and advocates on program functions and requirements.
  • Monitor program compliance through chart reviews, supervision meetings with staff and administrative meetings.
  • Document outcomes and suggested resolutions for case files and past practice.

Quality Improvement and Program Evaluation
  • Coordinate, facilitate and/or participate in meetings, training and program development activities that promote quality improvement and standardization of practice.
  • Manage data collection related to the program.
  • Develop reports for programmatic monitoring and development, and assess quality and utilization.
  • Provide ongoing review, communication and education for staff for requirements at county and state level; gather feedback on process changes, produce reports to leadership on successes and challenges.

Minimum Qualifications Required:
Education/Certification: Master's degree from an accredited college or university in the mental health field with major coursework in social science, or a related field demonstrating the capacity for the required knowledge and skills to meet provider Qualified Mental Health Professional (QMHP-C) credentialing requirements as required by Oregon Administrative Rules (OARs) and the Mental Health & Addiction Certification Board of Oregon (MHACBO) - more information can be found at MHACBO website.   • Graduate degree in psychology.
  • Graduate degree in social work.
  • Graduate degree in a behavioral science field.

Experience/Certification: Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. Clinical supervisors/managers in mental health programs shall meet QMHP-C requirements and have completed two (2) years of post-graduate clinical experience in a mental health treatment setting.
Other:
  • Possession of, or ability to obtain within three (3) months of hire, an active and valid certification as a Pre-Commitment Investigator from the Oregon Health Authority (required).
  • This position requires a background investigation, which may include being fingerprinted.

Preferred Qualifications/Transferable Skills*: You do not need to have the following preferred qualifications/ transferable skills to qualify. However, keep in mind we may consider some or all of the following when identifying the most qualified candidates.
  • Appropriate Oregon Licensing Board LCSW, LCP, Clinical Psychologist
  • Leadership experience in the crisis field
  • Leads with race through actions and advocacy with internal programs, with community partners and across departments throughout the county.
  • Demonstrate the ability to flex style when faced with myriad dimensions of culture in order to be effective across cultural context.
  • Respect and appreciation for ethnic and cultural diversity.
  • Knowledge of challenges and barriers faced by those with Severe and Persistent Mental Illness (SPMI) and the systems they encounter in Residential Services, Adult Protective Services and Crisis Services.
  • Ability to collaborate and build relationships to achieve positive work outcomes.
  • Ability to maintain a safe and healthful workplace.
  • High degree of resilience, is outcome driven and can thrive in an environment of rapid change while effectively managing pressure in an effective and professional manner.

Type of Position: This non-represented position is not eligible for overtime
Teleworking: At this time, this position is designated to "routine telework," meaning you will be working remotely (from home) most of the time; a hybrid schedule also is available. As with all routine telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
