GENERAL PURPOSE
Under the direction of the Electric Utility Division Manager, this position will plan, develop and implement a sustainable Power Supply resources plan which identifies and acquires energy, fuel and transmission resources with emphasis on renewable energy and fuels; ensure strategies meet climate change regulations and maintain competitiveness in the market place; provide professional and technical support to the Electric Utility Division Manager; performs related work within area of assignment. This position is also required to perform other administrative and operational duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Power Supply Manager is responsible for planning and supervising the activities of the Power Supply functions within the Electric Utility Division. The incumbent will be responsible for managing the acquisition of Power Supply resources and controlling cost while maintaining established climate goals.
ABOUT THE MORENO VALLEY ELECTRIC UTILITY DIVISION
The Moreno Valley Utility (MVU) manages the operation, maintenance and business planning of the City's electric utility. The City began serving new customers in February 2004, providing safe, reliable, and economical public electric service with a focus on innovative customer solutions, infrastructure enhancement, community development, and environmentally responsible resource management.

  1. Plan, supervise, and review activities related to the planning, selection, acquisition, development, and management of power resources.
  2. Supervise the modeling, analysis, and growth forecasting of City load patterns and resource utilization; identify factors affecting City loads and related impacts on load growth.
  3. Interpret and evaluate economic analyses, planning data, and study results in the formulation and implementation of recommendations.
  4. Obtain and evaluate preliminary and official market survey data and potential opportunities for Power Supply acquisition and power project participation.
  5. Supervise preparation of long-range Integrated Resource Plan and reports to regulatory bodies.
  6. Manage the development and maintenance of forward market information, including price and fundamental information effecting the projection of market trends.
  7. Manage development of annual Power Supply budget and long-term power cost forecasts, integrated into the departmental financial plan.
  8. Manage and supervise the development and implementation of forward strategies to enhance and optimize the City's market positions in a fiscally responsible manner.
  9. Develop and implement policies and procedures to ensure that power planning/marketing activities comply with Northern American Electric Reliability Corporation (NERC) / Western Electricity Coordinating Council (WECC) requirements and contractual provisions.
  10. Develop and implement policies and procedures to ensure that power contracts/projects activities comply with NERC / WECC requirements and contractual provisions.
  11. Implement and supervise trading controls to comply with City policies regarding energy/counterparty risk management, and other related policies.
  12. Supervise the data management, computer processing activities, and network computer system used for day-ahead and 24-hour real-time market operations.
  13. Develop and coordinate implementation of resource utilization/scheduling strategies to maximize supply portfolio opportunities and benefits consistent with City policies.
  14. Administer the energy risk management activities for the utility, including all trading, forward hedging and short-term contracting activities, as well as limits and controls for market and credit risk; review and evaluate/verify that all Power Supply activities adhere to established Energy Risk Management policy parameters.
  15. Review all new products and transactions to ensure that the risks and economics of such transactions are consistent with City policy.
  16. Oversees the development of non-traditional projects and partnership opportunities that create a nexus between the Utility, customer and community goals with a focus on sustainability, climate change, environmental justice, and equity.
  17. Develop and drive strategies and customer programs and partnerships to link energy efficiency (EE) programs with demand response (DR), demand side management (DSM), renewables, energy storage (ES) programs and community sustainability efforts.
  18. Conduct market research and evaluate market survey data and identify potential opportunities for integrating new demand response, demand side management and energy storage programs into the utility's supply side resources.
  19. Facilitate, develop and drive strategies around Transportation Electrification (TE), hydrogen, carbon reduction strategies, sustainability and grid/network-edge emerging distribution technologies.
  20. Serve as Acting Electric Utility Division Manager as assigned.
  21. Constructively collaborates with key regulatory and industry stakeholders to achieve outcomes that align with policy.
QUALIFICATIONS
Knowledge of:
  1. Transaction negotiation techniques, strategies and settlements.
  2. Contract law and Federal/State utility regulations.
  3. Market operations related to bilateral and centralized market trading of wholesale power, natural gas and hydrogen.
  4. Principles and practices of organization, administration, budget, personnel management, risk management, and information systems.
  5. Power contracts, planning and/or market operations with specific knowledge of market operations under the California Independent System Operator's agreements and tariffs.
  6. Information systems and applications related to wholesale power trading and settlement activities, including data analysis techniques.
  7. Principles and practices of power pooling, control area operations, and energy interchange.
  8. Engineering economics and utility finance/accounting practices.
  9. Principles and practices of public utilities management.
  10. Contract principles, negotiation, structuring and drafting.
  11. Knowledge of regulatory/legislation activities, policies, standards, and procedures.
  12. Understanding of electric utility operations, systems and planning.
  13. Understanding of impacts to electric utilities, demand, and demand profiles from a variety of related policy, regulations and legislation that affect energy consumption, fuel switching, and customer behavior.
  14. Knowledge of sustainability, equity and environmental justice matters affecting electric utilities.

Ability to:
  1. Understand and apply federal, state, and local laws and regulations pertaining to the electrical utility industry, and local government operations.
  2. Enforce and interpret regulations with firmness, tact and impartiality.
  3. Communicate clearly and effectively, both orally and in writing.
  4. Understand and follow oral and written instructions.
  5. Prepare clear, concise and comprehensive correspondence, reports and other written materials.
  6. Select, supervise, train, and evaluate professional, technical, and clerical subordinates.
  7. Establish and maintain effective working relationships with City management, staff, developers, property owners and others encountered in the course of work.
  8. Develop business relationships with outside entities including private and public utilities, marketing/trading firms, power brokers, legal counsel, and regulatory agencies.
  9. Work closely with legal counsel to develop and defend testimony in judicial, regulatory and administrative law proceedings.
  10. Plan, schedule and coordinate project/contract activities among staff, transaction counterparties, the California Independent System Operator and other City departments.
  11. Suggest desired contractual provisions to allow for anticipated economics, changing conditions and risks.

Education, Training and Experience:
  1. A bachelor's degree in finance, statistics, law, business, engineering, economics, or a closely related field; AND
  2. At least five (5) years of progressively responsible experience in power resource management, utility finance and ratemaking theory, contract administration, resource planning, market operations, transaction development, power project administration or consulting, or other relevant utility experience.
Licenses; Certificates; Special Requirements:
