A Brief Overview
The Power Plant Manager is responsible for the management of the Doyon Utilities Central Heat and Power Plant (CHPP) that operates continuously 24/7 as well as management of plant personnel. The Power Plant Manager must operate the 22 MW coal-fired cogeneration plant in compliance with all applicable Doyon Utilities, State of Alaska, and Federal environmental and safety regulations.


What you will do

  • Manage all utility programs at the Fort Wainwright Central Heat and Power Plant (FWA CHPP) in accordance with established corporate priorities.
  • Assess capital budget requirements and provide input to the corporate rolling 5-year plan with emphasis on developing scopes of work and reliable cost estimates for the first year of the plan during each annual submission cycle.
  • Establish safety and environmental work practices in accordance with the corporate safety program and Fort Wainwright safety directives and ensure its compliance from the DU personnel.
  • Collaborate with other site Directors to maximize the benefits of lessons learned on other Doyon Utilities sites.
  • Direct the full range of activities for the electrical production system and dispatch, including development of contingency plans in the event of a power outage and load shedding priorities in coordination with the Fort Wainwright Directorate of Public Works and the FWA Director of Utilities.
  • Provide directions to utility contracted vendors to ensure a reliable service to customers.
  • Operate within a regulated utility environment including operating within ADEC, EPA, DOT, DOL, OSHA and EEOC guidelines.
  • Execute aa Quality Control program as required for the facility.
  • Collaborate with the CEO, Senior Vice President and Vice President for Operations on a strategic vision, compiling short- and long-term repair and replacement projects and development of project scopes of work and refined cost estimates as required.
  • Ensure compliance with the Doyon Utilities privatization contract requirements.
  • Attend regularly scheduled meetings with other Doyon Utilities representatives and the departments of the Army as the DU site representative for the purpose of reporting the operational status of the installation.
  • Produce an annual budget and execute within said budget.
  • Meet the reporting requirements established for the utility operations.
  • Supervise all aspects of the CHPP operations and maintenance and effectively provide direction to the CHPP Maintenance and Operations Supervisors, plant work leaders and plant personnel.



Conditions of Employment
Must pass a pre-employment drug test, random drug test thereafter in accordance with the published policy of Doyon Utilities. Must have a valid driver's license issued by the State of Alaska. Must be eligible to work on a military installation in Alaska. Eligibility to work on a military installation includes compliance with Department of Defense mandates with respect to employee background and health directives.

 

Qualifications

  • Bachelor's Degree in Electrical or Mechanical Engineering strongly preferred, but will consider equivalent combination of education and relevant experience. Required
  • 7+ years managerial experience with progressive responsibility in power generation, coal fired preferred. Required
  • 4 years Supervisory experience. Required
  • Proficient in Microsoft Office Suite.
  • Experience with CMMS software (Maximo, preferred).
  • General knowledge of plant controls, tools, equipment, and proper procedures to maintain the plant within the CHPP and the ability to analyze plant operations and offer suggestions to improve operational efficiency.
  • Extensive knowledge and proficiency in developing projects including job development and cost estimating.
  • Maintain a working knowledge of regulatory requirements, especially as they are dictated by EPA, OSHA, ADEC, Regulatory Commission of Alaska and other agencies.
  • Strong verbal and written communication skills.
  • Effectively develop and implement a reporting mechanism to keep senior managers advised of utility operations at the site.
  • Ability to work independently and highly motivated with a proven record of outstanding performance and integrity.
  • Establish safe working practices in accordance with the corporate safety program and Ft. Greely safety directives.
  • Ability to maintain strict confidentiality.
