Job description

Savantage Solutions is seeking a Portfolio Senior AnalystTeam Lead to join our professional services team to support the IT Department in accomplishing its responsibilities for overall preparation, execution, and management of the resource portfolio. This includes program and budget formulation; integration; budget execution; program and resource analysis; and financial services.
Duties and Responsibilities:

  • The Portfolio Senior AnalystTeam Lead IT must be knowledgeable and capable of assisting in the preparation of the following:
  • President's Objective Memorandum (POM) worksheets to track funded resources and gaps by funding type, program, and other financial elements; resources aligned to Director's Planning Guidance (DPG), National Defense Strategy (NDS), and other Agency and DoD areas of interest; and internal tradeoffs, 1-N prioritization, and proposed reductions.
  • POM Touchpoint briefs to IT and Agency leadership in concise, organized format
  • Agency level budget exhibits, to include O/R/P-Docs, COOP, and IOE
  • Assist with responding to ad hoc financial taskers, including mid-year execution reviews, budget briefs, budget exhibit requests for information, etc.
  • Assist with Directorate Spend Plan management and Spend Plan reviews, and with reconciling to the Agency Spend Plan tool.
  • Compile, track, and input Unresourced Requirement (URR) Department responses in the Agency URR tool and internal tracking spreadsheets and assist with rationale for prioritization.
  • Assist with updating and improvement of the IT Directorate Financial dashboard, including adding new views to assist the Directorate in tracking financial status.
  • Prepare acquisition packages for contract and non-contract actions, such as contract funding increments and option exercises, Military Interdepartmental Purchase Request (MIPR), Interagency Orders (IO), and Miscellaneous Obligation Reimbursable Documents (MORD), and collect and assist in development of supporting documents required to execute funds (Independent Government Cost Estimates (IGCE), Operational Need Statements (ONS), Statements of Work (SOW), etc.).
  • Coordinate with internal and external stakeholders (Contracts department, Finance department, Governance/CIO team, Support Agreement points of contact, performers) to obtain guidance on the execution of acquisitions (MIPR instructions, Support Agreement details, etc.).
  • Work with internal and external stakeholders to develop and coordinate a review of Support Agreements (Treasury Form 7600A) to support reimbursable MIPR. Coordinate Support Agreements taskers in the Enterprise Task Management System (ETMS). Maintain IT support agreements tracker.
  • DoD IT/Cyberspace Activities (CA) Budget Exhibits and DoD Information Technology Investment Portal (DITIP) /Select & Native Programming Data Input System for Information Technology (SNAP-IT) reporting. Coordinate with FM and IT-PM to adjust resources in the Joint Integrated CBRNE Analytical Platform (JICAP)
  • IT-PM budget meeting slides to leadership and Department POC, detailing Department-level execution status and resource gaps
  • Perform Dormant Accounts Review - Quarterly (DAR-Q) research to validate Unliquidated Obligation (ULO) and Unmatched Disbursement (UMD) balances, and solicit further validation from the Contracts department, Finance department, or vendors.
  • Update MIPR/MORD financial trackers to provide Program Managers (PM) and Contracting Officer's Representative (COR) status of MIPR invoicing against planned and actual obligations.
  • Assist with providing acquisition actuals updates to the Governance/CIO office. Support auditor requests for documentation and/or walkthroughs of financial reporting processes.
  • Draft standard operating procedures, support the implementation of changes/new controls, perform account research or analysis to address CAPs, and/or adjust to revise guidance.
  • Perform other financial management and support tasks as required to support the Program Support

Knowledge, Skill, and Abilities:
The candidate must have:
  • TS/SCI
  • At least 5 years experience in all cycles of DoD PPBE, specifically formulation, budget reporting, and execution required.
  • Intermediate Excel and Office skills (including working knowledge of Pivot Tables and basic if/sumif/index match formulas) required.
  • Minimum 10+ years of experience required.
  • Familiarity with IT/Cyberspace Activities budget reporting and Technology Business Manual (TB, taxonomy preferred.)

Education/Experience:
  • Minimum bachelor's degree, business major preferred
  • Certified Government Financial Manager (CGFM) / Certified Defense Financial Manager (CDFM) /Master of Business Administration (MBA) and Sensitive Compartmented Information (SCI) desired
