JOB TITLE: Barge Port Engineer
SALARY RANGE: $85,000 - $90,000 plus bonuses and incentives
REORTS TO: Maintenance Manager
LOCATION: Houston/ Mobile
GENERAL SUMMARY:
The Barge Port Engineer is responsible for ensuring the company’s fleet of tank barges are properly maintained, equipped for safe and reliable operations, and in compliance with all regulatory and customer requirements. The requirements are described in the Code of Federal Regulations and BMS Playbook (safety management manual). This is accomplished through a combination of hands-on work, coordination with BMS employees and oversight of 3rd party vendors.
JOB RESPONSIBILITIES AND DUTIES:
The job responsibilities include, but are not limited to the following:
General Barge Maintenance
- Conduct routine barge maintenance and minor repair, as needed.
- Conduct routine maintenance (e.g., pump engine oil changes, equipment greasing, painting) and minor repairs on tank barges as needed.
- Coordinate and oversee 3rd party vendor repairs and services.
- Ensure all barges are fully outfitted.
- Maintain cargo transfer hose maintenance records.
- Maintain NPDES program for all BMS tank barges.
- Maintain tank barge maintenance and dry dock history in Worklist.
- Manage barge Worklist submittals, assessments, and closeouts using a risk-based framework.
- Oversee/spot check onboard tank barge maintenance performed by vessel crews.
- Manage fleet mooring line program.
- Develop and implement standards for barge repair and maintenance.
- Develop, implement, and monitor repair budgets for the fleet of tank barges.
- Troubleshoot tank barge operational issues on a real time basis (e.g., engine or transmission failures, pumping issues).
- Manage spare equipment for all tank barges. Schedule and oversee overhauls at 3rd party vendors. Maintain related records in the Company database.
- Serve as after-hours duty watch stander
- Coordinate with Operations to schedule activities
- Any other duties as assigned or adopted.
Regulatory & Compliance
- Schedule and attend initial and renewal inspections for all certificates (e.g., COI, SIRE) to ensure no lapse in coverage.
- Maintain tank barge particulars on OCIMF web site.
- Conduct annual tank barge internal inspections
- Record and track currency of all required certificates in the Scoreboard.
- Record and track inspection/audit findings to completion.
- Schedule and attend customer/3rd party audits or inspections.
- Conduct an annual review of SMS and identify improvements as needed
- Assist with incident/accident investigations, including interviews, causal factor analysis, identification of corrective actions, report preparation and dissemination of lessons to prevent any repeat incidents
- Participate in customer or 3rd party shore staff audits.
- Comply with the Safety Management System in support of continual improvement and management objectives.
- Initiate MOC request for new or changing equipment or process requirement
- Participate in periodic SMS updates.
- Address corporate Worklist findings as assigned.
- Participate in scheduled management meetings.
- Review/manage assigned metrics.
- Ensure good public relations are maintained with local, state, and federal agencies.
Special Projects
- Plan and supervise shipyard/periodic maintenance; manage cost & schedule.
- Participate in the acquisition of 'new' tank barges via the development of specifications, onsite construction inspections and initial outfitting.

- SIRE inspection finding rate (barges)
- Assigned Corporate Worklist item closeout percent, timeliness, and accuracy
QUALIFICATIONS
- High School education minimum
- Bachelor’s degree preferred
- Possess a TWIC card and Driver’s License
- Possess a US Coast Guard Merchant Mariners License with Tankerman Endorsement
- 5-10 years of vessel engine room or marine maintenance experience
- Well versed on regulatory requirements and vessel inspections
- Weld inspector preferred
- Tanker/Barge experience
- Incident Investigation Training
- Microsoft Office Suite proficiency
- Must have working knowledge of mechanics
- Strong communication and interpersonal skills
- Self-starter and ability to perform a variety of complicated tasks with moderate supervision
- Proven history of problem resolution skills
Supervisory Responsibility
This position supervises has no supervisory responsibility.
Work Environment
This position operations in a professional office environment as well as onboard all company operated towing vessels and tank barges. The incumbent routinely uses equipment onboard the company’s vessels and barges and other heavy equipment utilized on the water. Also, the incumbent uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Expected Hours of Work and Travel
This is a full-time position. Some travel, including overnight travel is expected for this position. There will be frequent local day travel. Port Engineers are expected to spend 65% of their time onboard their assigned BMS equipment.
