SUMMARY:
Under general supervision, performs routine to complex tasks and duties assigned to classes within the Police Officer series including protection of public health, safety and welfare, and enforcement of applicable federal, state and local laws; learns policies, procedures and work methods associated with assigned duties; performs related duties as required.
DISTINGUISHING CHARACTERISTICS:
The Police Officer I is the entry-level position in this class responsible for the full scope and responsibility of assigned work, under direct supervision. This classification is distinguished from the next higher classification of Police Officer II by the latter's completion of a one-year probationary period.
The Police Officer II is the journey level position in this class responsible for the full scope and responsibility of assigned work, under general supervision. This classification is distinguished from the next lower classification of Police Officer I by the completion of a one-year probationary period and from the next higher classification of Police Officer III by the latter's responsibility for the more difficult and complex tasks and the performance of the coordination and oversight responsibilities for a designated beat.
Salary: $80,110.78 - $125,338.72 annually DOE
SUPERVISION RECEIVED/EXERCISED:
General supervision is provided by a Police Sergeant or higher level management staff. No supervision is exercised unless serving as a member of the Field Training Program. Police Officer II may provide technical supervision to on police calls in the field to lower level officers.

Essential Functions

Include, but are not limited to the following:

  • Patrols assigned areas by car, foot, motorcycle or other methods as may be appropriate.
  • Responds to questions, concerns and requests for service from the general public; provides information as is appropriate and resolves complaints.
  • Performs investigations and takes appropriate action in cases of law violations.
  • Preserves law and order; prevents and discovers the commission of crime; enforces regulations and laws. Apprehends lawbreakers.
  • Obtains and processes evidence; traces persons and vehicles involved in accidents or violations of law.
  • Takes written statements; clears accident scenes; prepares required reports; testifies in court; maintains investigative records.
  • Assists other agencies as required.

Minimum Qualifications

Education and Experience:
Police Officer I:

  • A high school diploma, or the equivalent.
Police Officer II:
  • A high school diploma, or the equivalent
  • Requires completion of the one year probationary period as a Police Officer I for the City of Oxnard.
License, Certification and Other Requirements:
  • Possession of a valid unrestricted class C California driver's license.
  • Possession of a Basic Certificate issued by the California Commission on Peace Officer Standards and Training (POST).
  • Bilingual Spanish/English speaking skills are highly desired.

NOTE:
For most positions, the City of Oxnard relies on office automation (Microsoft Office) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.

Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.

City staff may be required to play an active role in the event of an emergency, which may include changes in responsibilities and working hours.

This position requires a twelve (12) month probationary period.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

Retirement Contributions:
Upon retirement, for "safety" employees, the City's contract with CalPERS offers a defined benefit plan based on a formula of 3% at age 50 for "classic" members and 2.7% at age 57 for "new members". Upon retirement for "miscellaneous" employees, the City's contract with CalPERS offers a defined benefit plan based on the formula of 2.0% at age 55 for "classic" members and 2.0% at age 62 for "new members". The City of Oxnard does not participate in social security.
Annual Accrual Rates:
Full time employees accrue annual leave at a rate of 10.11 – 14.75 hours per pay period based on years of service.
Deferred Compensation:
The City contributes 1% to a deferred compensation program.
Bilingual Pay:
A regular full time employee may receive bilingual pay at the rate of $125.00 bi-weekly for Spanish speaking and $62.50 bi-weekly for bilingual services in a designated language other than English or Spanish to the extent the employee is required to provide bilingual services determined by the City Manager or designee.
Health and Dental:
Employees can choose from a variety of medical plans provided by the City. The City's contribution to medical coverage is outlined below:
Level One – For employees hired before January 1, 2023, the City contributes $1,543.00 per month toward medical insurance premiums and an additional $74.21 per month toward dental insurance premiums. Employees will receive cash back if the medical plan they choose is less than the City’s monthly contribution of $1,543.00 per month. Employees who waive medical insurance will receive cash back in the amount $1,243.00 per month provided they provide proof of other qualifying coverage. Any unused dental premium monies are paid to the employee. If employees hired prior to January 1, 2023 make any changes to their health plan, they will be placed in level two.
Level Two - For employees hired on or after January 1, 2023, the City will contribute $1,863.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.
Life Insurance:
City employees receive Basic Life Coverage and have the option to purchase additional insurance.
Tuition Reimbursement:
Full-time employees are eligible for 100% reimbursement of the costs of tuition, registration fees, laboratory fees, and books to a maximum of $200 per fiscal year for work related coursework.
Retiree Medical Trust:
All members of the bargaining unit participate in a Retiree Medical Trust benefit. Eligibility requirements must be met to receive benefits.
