Job description

The Village of Grafton is accepting applications to fill the position of Police Officer. Priority will be given to those seeking a lateral transfer. All general requirements for law enforcement employment established by the Wisconsin Law Enforcement Standards Board will apply.

As of January 1, 2024, the annual starting salary for PO 1 is $70,449.05. Lateral consideration will be given to those who are currently serving as Police Officers and who have more than two years of experience. Applicants with 2 - 4.99 years of experience may be eligible to start at PO 2 ($77,023.33). Applicants with five or more years of experience may be eligible to begin at PO 3 ($81,721.00).

Lateral transfer applicants will be eligible to complete an accelerated field training program.

To apply, complete and submit the WISCONSIN DEPARTMENT OF JUSTICE form , including the three essay questions listed in the General section of the application, and read and sign an “Authorization for Release of Information” form DJ-LE-305. Both may be obtained at the following address:

https://wilenet.widoj.gov/training-standards/officer-training-employment-and-reciprocity

Note that applications may be rejected if any fields are left blank. The information in the application is for official use only. It will not be released to unauthorized persons. The Village of Grafton is an Equal Opportunity Employer.

All applicants, including lateral eligible applicants, shall complete each step of the examination process to be considered for employment. The examination and hiring process will consist of the following as outlined in Section 4.03 of the Grafton Police and Fire Commission Rules of Procedure:

a. Applicants will be provided a web link to the police department’s background investigation platform, Guardian Alliance, where the applicant will establish an account, complete a personal history questionnaire, and upload any required/requested supplemental information, including the signed and notarized Authorization to Release Information waiver.

b. Any misrepresentation or intentional omission concerning any material fact contained in the application or personal history questionnaire shall be sufficient reason for excluding the applicant from further consideration.

c. If the initial review of the application and personal history questionnaire reveals information that disqualifies the applicant, the application will be rejected, and the applicant may not progress any further in the selection process.

d. Applicants selected to continue in the process will be provided a series of questions, to which they must provide written responses. These essay responses will be timed and occur on the same day and immediately before the oral interview. The written responses will be factored into the overall scores assigned by the interview panel.

e. Members of the Grafton Police Department, under LES 2.01(1) (h), will administer an oral interview to qualifying applicants. The Chief of Police will select the interview panel consisting of one police supervisor, a field training officer (FTO), a non-ranking officer/staff member, and a representative from Human Resources. Failure to complete the interview on the date and time assigned will eliminate the applicant from further participation in the selection process.

f. The Commission will administer an oral interview from acceptable advanced candidates. If a candidate cannot appear on an assigned date and time and gives prior notification to the Commission, the Commission may designate an alternative date and time. Candidates failing to appear for the oral interview on the assigned date and time will be eliminated from the selection process. After all candidates have been interviewed, the Commission will certify acceptable candidates and place their names on an eligibility list that will be forwarded to the Chief of Police. The eligibility list shall expire one year from the approval date; however, the Commission reserves the right to suspend or extend the eligibility list at any time. The Chief of Police, at their discretion, may or may not draw from the eligibility list to fill vacancies.

g. The applicant will then participate in a one-on-one interview with the Chief of Police. The Chief may offer employment contingent upon completing the tests identified in subsection (h).

h. The candidate will undergo a psychological assessment, under LES 2.01(1)(g); a medical examination under LES 2.01(1)(g) 1& 2; a drug test, pursuant to LES 2.02, a polygraph examination and an in-depth background investigation, in accordance with LES 2.01(f).

This is an open/active process to fill a current vacancy and to establish an eligibility list for future hiring. Strong preference will be given to WI LESB-certified/certifiable candidates.
