THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a POLICE OFFICER, Position Description Number D2499P01 and is part of the AR ANG 188 SEF SQ, National Guard.

**THIS POSITION IS INDEFINITE NOT TO EXCEED 23 MONTHS**

NATIONAL GUARD MEMBERSHIP IS REQUREDQualifications: GENERAL EXPERIENCE:
A National Guard Title 32 Dual Status applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. For entry appointment to the GS-07 position, the applicant requires the completion of the equivalent military security or police training course.


SPECIALIZED EXPERIENCE:
Must have 12 months experience:
Should have knowledge of practical security force (SF) activities in direct support of the military weapon systems and physical security; law and order; or area security operations. May have work experiences in law enforcement, maintaining law and order, preserving the peace, and protecting life and civil rights within the jurisdiction of civilian/public areas or military installations. May have experiences in protecting federal property from hazards such as sabotage, espionage, trespass, theft, fire, and accident or willful damage and destruction. May have experiences in responding to disaster and relief operations and participates in contingencies.

KNOWLEDGE REQUIRED:
  • Knowledge of the full range of police and law enforcement services that require considerable training, experience, and proficiency to perform the full range of operations in preventing or resolving offenses.
  • Knowledge of an extensive body of standardized, optional, and innovative investigative procedures, techniques, and methods to detect, investigate, and resolve crimes and other incidents that are beyond the scope or requirements for solution on patrol assignments. Employees use this level of knowledge in performing a variety of standard and nonstandard assignments in resolving a wide range of conditions or criminal activities.
  • Knowledge of standardized federal laws, regulations, methods, procedures, operating techniques, instructions, state, and local laws to perform tasks including, but not limited to pursuing and apprehending persons fleeing a crime scene or attempting to resist arrest; identifying and arresting violators based on eyewitness accounts; performing dispatcher duties involving passing of directions and information to officers on patrol assignments; seeking, detecting, and protecting evidence and witnesses at the scene of an incident; detaining witnesses and suspects; and making arrests and performing booking procedures.
  • Knowledge of Base Defense Operations necessary to, based on current crime trends, evaluate existing crime prevention methods and recommend to the Flight Chief changes to existing programs. Must be knowledgeable in the operation of all automation equipment located on the Police Desk of which include Government/National Crime Information Center (NCIC/GCIC) terminal, Internal Closed-Circuit Television (CCTV) surveillance system and provide guidance of their operation to subordinate desk personnel. Knowledge of report formats, procedures and terminology used for finalizing accurate reports.
  • Knowledge and skill to adapt procedures accounting for current socio-political climate and how it contributes to people and suspects potentially reacting antagonistically or aggressively to law enforcement personnel or activity.
  • Knowledge of firearms and tactics for employment in emergency situations as well as the safe handling of explosives during training.
  • Knowledge of the established procedures to properly conduct the search and seizure of evidence/contraband and how to properly secure a crime scene.
  • Knowledge of DoD and Federal-level interagency protection operations and responsibilities supporting national-level leaders (POTUS, SecState, etc.) foreign dignitaries and activities specifically designated by the Department of Homeland Security as National Special Security Events.
  • Knowledge of emergency services, tactics, and procedures, including weapons and chemical agents, negotiation, building layouts, terrorist threats and counterterrorism methods, search and rescue techniques, crowd and demonstration control, etc.
  • Knowledge of NCIC operations and reference manuals in order to operate the NCIC computer system sufficient to input and retrieve information on individuals and vehicles.
  • Knowledge of the NIMS and ICS protocols to establish command and control, develop a course of action to contain, mitigate, and recover from the incident IAW HSPD-8 and AFMAN 10-2502.
  • Knowledge of procedures necessary to serve warrants and U.S. Magistrate subpoenas to civilians working or living on the installation.
  • Knowledge of first aid procedures necessary to provide assistance in accident cases or other emergency situations.
  • Skill and ability to operate motor vehicles have a gross weight of 7,000 pounds or less, loading capacities of 1 ton or less, and 2- or 4-wheel drive to transport personnel and/or articles. Skill at operating a sedan-type or SUV military police vehicle at "hot pursuit" speeds.
Education: DUTIES CONTINUED:

2. Conducts Investigations/Surveillance: Conducts investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI) or the scope of the higher-level detectives assigned to the Squadron. Complaints range from simple inquiries to incidents/complaints requiring investigations that are relatively short in duration and end with the detention of a suspect. Interviews personnel and collects data while conducting formal investigations on foot or in vehicles and inquiries into criminal acts such as assaults, major vehicle accidents, larceny of and/or damage to government and private property, minor drug offenses, pay and allowance matters, misdemeanor offenses involving misuse of government computers, and other incidents as directed by competent authority. Determines the proper course of action and plans, coordinates, initiates, and takes actions necessary to resolve the complaint or inquiry. Investigations involve searching crime scenes for clues, interviewing witnesses, following leads, analyzing, and evaluating evidence, and locating and detaining suspects. Interviews subjects, complainants and witnesses to obtain information, takes written statements; conducts examination of crime scenes; searches for evidence; identifies evidence; collects, preserves, and submits crime laboratory evidence such as fingerprints, bloodstains, suspected narcotics, weapons, castings of footprints and tire prints, documents, etc., using special investigative techniques and equipment; safeguards evidence and assures integrity is not compromised for further examination. Arranges for laboratory analyses and other expert evaluations. Analyzes and resolves conflicting testimony or evidence from witnesses through fact-finding until evidence to support a legal or administrative decision can be made. Prepares reports of investigation in accordance with appropriate guidelines; also assembles and forwards reports of investigation for higher headquarters review. Processes complaints and inquiries from origination through case closure and maintains case files as appropriate. Testifies at trials, hearings, councils, tribunals, and other reviews and inquiries. Prepares summaries of testimony when appropriate, including the preparation of all letters, messages, memoranda, and briefings, with accompanying visual aids. Conducts surveillance of individuals and areas to obtain information, identify criminal conduct or activities and monitors suspects while serving warrants. This surveillance is done with coordination of on base authorities and local authorities for warrants concerning crimes committed off base. Also coordinates with local authorities to serve warrants to individuals located off base for on base offenses.

3. Performs as Base Defense Operations Center (BDOC) Controller: Serves as the primary command and control (C2) function for all Integrated Defense forces. Executes the Quick Reaction Checklists (QRC) to ensure proper execution of routine, emergency, and alarm responses. Acts as the initial point of contact for all persons, activities, visitors, and complainants either in person or telephonically regarding any activity that require police actions. Receives, interprets, evaluates, and immediately decide what action is appropriate and implement that course of action. Incumbent provides guidance and direction to those personnel assigned duties at the BDOC during his/her shift. Is responsible to the Flight Supervisor to the overall operation of the Police Desk. Monitors the installation alarmed facilities, which are linked to the primary monitor site. Determines type of alarm, type of facility, and initiates action in accordance with procedures set for the type of facility (e.g., notify user/activity personnel for immediate response force activation, armed military police force, fire department, etc.) Acknowledges and assesses alarms, determines the priority level of each alarm generated, determines the operational procedures for the alarm and dispatches patrols. Also responsible for the dispatch of support personnel that, based on a specific incident will be required. Dispatches police units to alarm activations, crime scenes and natural disasters. Monitors the location of all police units. Receives and records communications of emergencies, complaints, crimes, and accidents. Coordinates with local, state, and federal law enforcement agencies, fire, rescue, and emergency units. Directs patrols, record daily blotter information, and retrieve information through the FBI's National Crime Information Center (NCIC) System and local or state information systems. Accesses law enforcement databases to retrieve information and complete reports. Ensures processing of arrested/detained personnel in accordance with current biometric collection procedures. Interprets directives and instructions and answers general inquiries.

4. Performs emergency response and incident command and control: Acts as the initial on scene commander for significant and catastrophic events (e.g., active shooter, terrorist attacks, and natural disasters) and initiates Air Force Incident Management System (AFIMS). Executes emergency response procedures designed to isolate, contain, and defeat hostile actions and restore normal operations as quickly and efficiently as possible. Establishes initial command and control as others react to neutralize threats, secure resources, personnel, and property. Responsibilities are not limited to investigate accidents, also summons rescue squads and firefighters, and redirects onlookers from scene; also responsible for establishing initial Entry Control Point (ECP), Traffic Control Points (TCP), directing emergency vehicles to safe routes, clearing cordon areas, and evacuating buildings.
