GENERAL PURPOSE
Under general supervision, leads, coordinates, and participates in police safety dispatching functions; monitors, evaluates, and responds to radio transmissions from City officers and other law enforcement agencies and information requests from the public and dispatches appropriate units; trains, evaluates, and orients dispatching staff as to appropriate practices and procedures; and does related work as required.
DISTINGUISHING CHARACTERISTICS
The Police Lead Dispatcher requires more specialized knowledge of dispatching codes and procedures than the Police Dispatcher. The Police Lead Dispatcher is responsible for training and coordinating the work of the Police Dispatchers and may participate in performance evaluations. The Police Lead Dispatcher is differentiated from the Police Sergeant, which has broader responsibility for the preparation of administrative reports.
ESSENTIAL FUNCTIONS
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the class.
  1. Leads, monitors, schedules, and coordinates the work assignments for dispatch personnel, including overtime and work schedule changes; participates in the interviewing and selecting new employees; tracks, logs, and prepares payroll actions.
  2. Orients and trains new dispatchers and explains dispatching methods and procedures, proper handling of calls, law enforcement practices, and the use of the Computer Aided Dispatch system (CAD); prepares and participates in performance appraisals.
  3. Monitors, receives, and dispatches monthly call logs; maintains sensitive and confidential records and files; updates files in CAD system and creates new special instruction files.
  4. Receives public calls for emergency service; gains sufficient information from callers the to prioritize calls; dispatches available units and relays potential safety hazards and conditions; conveys or electronically transmits other messages.
  5. Coordinates the response of other city departments and other law enforcement agencies to sites within the city; maintains the status and location of all police field units; acts as liaison for mutual aid calls.
  6. Utilizes computer system to obtain information for law enforcement personnel including vehicle information, driver license, criminal history, sex offenders, wanted persons, protective orders and injunctions, and a variety of other data.
  7. Monitors security camera screens, alarm boards, and other radio channels; opens and closes security gates, jail receiving door, and bay door to police building; uses after hours list to notify businesses of alarm activation or other emergencies.
  8. Responds to a variety of complaints and questions from field and office personnel and citizens regarding communications procedures; coordinates records requests involving California Law Enforcement Telecommunication System (CLETS) with records personnel.
  9. Ensures all equipment in the Communications Center is operational; troubleshoots computer system problems; reports malfunctions and performs minor or routine upkeep and maintenance to phone systems equipment.
  10. Answers emergency and non-emergency lines; writes and electronically transmits phone messages for field personnel; summarizes details of event forms in 24-hour radio log; reviews and remembers highlights from briefing log and 24-hour log from prior shift.
  11. Attends meetings and dispatch training and conferences; considers methods for improving dispatching operations.
  12. Assists the Communications Supervisor with research, development, and amending dispatch policies and operating procedures; makes recommendations regarding changes and improvements for Communications procedures and operations.
  13. Updates various reference materials such as GIS database and physical maps; reviews and maintains current knowledge of Penal Code, Vehicle Code, Schools and Schedules Book, GIS database, training manuals and other service documents.
  14. Maintains knowledge of the geography, street locations, and landmarks in the city and a general knowledge of the geography and landmarks of the surrounding cities.
  15. Testifies in Court in response to subpoenas.

QUALIFICATION GUIDELINES
Knowledge of:
Laws, codes, regulations, policies, and department procedures governing public safety dispatching, including radio, computer and telephone communications, and associated receiving and transmitting equipment; Vehicle Codes, Penal Codes and Buena Park Municipal Codes; CLETS record systems; geographic location of streets, parks, major landmarks, and other reference points within city limits; employee training and evaluation methods; conflict resolution techniques; recordkeeping practices; effective customer service techniques.
Ability to:
Organize, prioritize and assign calls; train and orient dispatchers and monitor performance; sustain calm, clear voice tone when talking to emotionally upset or irate individuals; be patient when obtaining information from citizens; listen, distinguish, and monitor multiple radio transmissions and telephone conversations simultaneously; remember past calls and events and relay relevant information to officers; exercise effective judgment, and make sound decisions in emergency situations; operate computer equipment, teletype, and other office equipment; type at the net rate of 45 words per minute; prepare basic records; read and understand technical manuals related to communications equipment, as well as reports, logs, correspondence, memos, and other written materials; prioritize tasks to meet agreed upon deadlines; communicate effectively, both orally and in writing; establish and maintain effective and working relationships with staff, management, the general public, and other law enforcement personnel.
PHYSICAL AND MENTAL DEMANDS

Physical Demands
While performing the duties of this class, the employee is constantly required to sit and occasionally stand and walk within work areas. At the communications console, the employee is expected to lean, turn, and twist to reach console resources and reference manuals. The employee is expected to use fingers to operate computer keyboard and lightly grasp microphone and to reach above and below shoulder to access camera controls and resource books. The employee occasionally bends, kneels, and uses feet to operate radio microphone and console. The employee must be able to talk and hear when communicating with the general public, law enforcement personnel, and city staff.
Specific vision abilities required by this class include close vision, color vision, and the ability to adjust focus.
Mental Demands
While performing the duties of this class, the employee must be able to use written and oral communication skills; read and interpret data, information and documents; interpret policies and procedures; use math and mathematical reasoning; learn and apply new information or new skills; work under deadlines with constant interruptions; interact with upset callers, including victims and witnesses in emergency situations, reporting potential crimes and requesting emergency care, and working with city staff, law enforcement personnel, and the general public in handling non-emergency calls.
WORK ENVIRONMENT
The employee regularly works in an office environment; the noise level is moderately quiet, at or below 85 decibels, and the noise volume is occasionally louder when multiple calls are being handled. The employee needs to monitor multiple frequencies and communications by radio, telephone, and the communications console, as well as alarms and security cameras.
EDUCATION/TRAINING/EXPERIENCE
High School graduation or G.E.D. equivalent is required. Four years of dispatch experience involving public safety communications is required.
LICENSES/CERTIFICATES/SPECIAL REQUIREMENTS
Satisfactory completion of Peace Officer Standards & Training (P.O.S.T.) Basic Dispatcher Certification.
Satisfactory completion of a P.O.S.T. certified 80-hour Basic Complaint Resolution and Dispatching course within one year of assignment to this classification.
Ability to be assigned to rotating work shifts, including nights, holidays, and weekends, and to work overtime as needed.
An eligibility list may be established subject to a pre-employment medical exam (including drug and alcohol), and background investigation (including polygraph test).

SALARY RANGE: Composed of six (6) steps - Entry step through E step (Except management positions). Each step represents an increase of approximately five (5) percent.
RETIREMENT: Provided through California Public Employees' Retirement System (CalPERS). Employee pays member contribution.
VACATION: Earned at the rate of ten (10) working days per year for the first five (5) years of service. Public safety employees receive a different but equivalent benefit. Additional vacation may be earned by employees after five (5) years of service.
SICK LEAVE: Accumulated on the basis of eight (8) hours per month with no maximum accumulation.
HOLIDAYS: An average of ten (10) holidays per year, plus one (1) floating holiday for certain bargaining groups.
MEDICAL INSURANCE: Several plans (indemnity and HMO's) are available. The City pays a flat rate portion of the premium according to the bargaining unit agreement.
DENTAL INSURANCE: Three (3) plans are available. The City pays a flat rate portion of the premium. The Employee may pay a portion of the insurance premium according at bargaining unit agreement and this benefit is voluntary.
VISION INSURANCE: One plan is available. The Employee pays the insurance premium and this benefit is voluntary.
LIFE INSURANCE: Amount of coverage is based on the employee bargaining unit. Premiums are fully paid by the City.
LONG TERM DISABILITY: Fully paid by the City. Police sworn personnel are not eligible.
EMPLOYEE ASSISTANCE PROGRAM: Available to all City employees and their immediate families.
