Description
Performs complex protective service, supervisory and administrative work in the coordination, planning, review and supervision of all activities in a police division. Work in this class includes wide latitude, responsibility and accountability for deploying personnel and resources based on the needs of the area of assignment. The Captain is responsible for running the day-to-day operations of the Police Department. Work performed by a captain has significant involvement in community affairs and is responsible for identifying and responding to crime trends. Work in this class often requires the management of special projects of a significant nature and scope. Work in the Captain classification includes both operations and support services. While at the same responsible level, work differs according to assignment. The Captain exercises regular supervision over lieutenants, who supervise the personnel in Support Services and Operations Divisions. Work is performed under the general supervision the Police Chief. May serve in the absence of the Police Chief.
Examples of Duties
Participates in the planning and supervision of an assigned division and coordination with another division.
Has latitude, responsibility and accountability for deploying personnel and resources based on the needs of the department.
Serves as the media contact about major cases or crime trends.
Identifies and responds to crime trends.
Exercises regular supervision over subordinate police personnel.
Develops work programs and assignments and commands the overall activities of the division to which assigned.
Reviews and evaluates the work of the division for the proper and applicable law enforcement techniques and results; makes recommendations of actions to be taken to the Police Chief.
Receives complaints or reports of emergencies, determines need for police action, and directs or assists subordinates in handling difficult problems.
Provides technical advice to subordinates on the solution of difficult or unusual cases.
Participates in the preparation of division budget.
Participates in the training and evaluation of division personnel.
Supervises and participates in the preparation of reports and correspondence.
Reviews cases and assigns follow-up.
Assists in the hearing and resolution of citizen complaints about departmental personnel.
Serves in the absence of the Police Chief.
Performs other job-related tasks as required.
Typical Qualifications
Comprehensive knowledge of the rules, regulations, and procedures of the department; comprehensive knowledge of approved principles, practices and procedures of modern police work; thorough knowledge of police investigative techniques and techniques of identification; thorough knowledge of pertinent federal and state laws and municipal ordinances; thorough knowledge of the geography of the Town; ability to effectively supervise personnel; ability to deal with the public courteously and firmly. Ability to analyze difficult police problems and situations and to adopt quick, effective and reasonable courses of action; ability to communicate effectively orally and in writing; skill in the use of firearms.
Supplemental Information
Graduation from an accredited college or university with a bachelor’s degree in criminal justice, business administration, public administration, or related field, with extensive experience (15 or more years) in law enforcement. Considerable experience (seven or more years) in a supervisory capacity at the rank of Sergeant or higher, or an equivalent. Possession of an Advanced Law Enforcement Certificate from North Carolina Education and Training Standards Division, or POST equivalent if out of state, is required. Successful completion of a long-term management program (AOMP, WPLP, FBINA) is preferred.
