Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) is seeking a motivated individual to serve as the Point of Care Testing Coordinator (PCTC). The PCTC will coordinate all Point of Care Testing performed in all DBHDS operated hospital facilities, as well as assure quality testing and accurate test performance by overseeing operator training, equipment monitoring, equipment maintenance and troubleshooting, quality control review, proficiency testing, and performing audits for the purpose of error reconciliation of Point of Care test results.  This is a restricted position funded by a federal grant and is not eligible for layoff benefits per DHRM state policy 1.30.
Additional responsibilities include:
Review records for QA/QC to ascertain the reliability of reagents and laboratory equipment/instrumentation to assure timely accurate reproducible test results ensuring quality patient care through retrospective audits and root cause analysis of unique incidents.
Coordinate with facility resources ensuring all hospital staff using POC devices are adequately trained and competent for test performance, troubleshooting, maintenance, and documentation.
Provides technical oversight for POC testing performed to meet/exceed accreditation standards.
Review and evaluate, as needed, quality assurance records and test results to determine analytical errors, shifts and trends, and correlate data with common physiological conditions to assure quality patient test results.
Review QC for problem identification and troubleshooting. Use QC statistics and control procedures comparing methods to identify and or correct performance problems.
Primary support for on-site inspections and surveys. Participate in inspection readiness and tracer activities for appropriate regulatory and accreditation agencies.
Ensure the efficient and accurate processing and reporting of all POC test data. Review computer produced POC test information to audit quality. Identify problematic trends, document, and follow through with direct department manager.
Assist POC staff in the planning, development, and evaluation of quality assurance monitors.
Facilitate and coordinate communication with POC subcommittee that includes representation from all DBHDS inpatient facilities.
Develop and follow policies and procedures that are standardized ensuring quality POC testing procedures is written according to appropriate guidelines, maintained according to retention standards and readily available for testing personnel reference.
Coordinate training assessments. Develop and maintain teaching / training materials.
Assist with the purchasing functions (interact with purchasing, write specifications, call companies, research, and evaluate products).
Provide support for POC related information systems, including implementation and validation of new middleware/software/test systems/firmware.
Evaluate, validate, and implement new Point of Care Testing technology.
Initiate effective interdepartmental/intradepartmental communication, to assure dissemination of information and the identification/resolution of problems in support of the hospital's mission of patient care.

Minimum Qualifications

Thorough understanding of the hospital/healthcare integrated systems, administrative and clinical processes, and workflows.
Skilled in change management techniques to support transition of workflows and procedures.
Ability to problem-solve and assist others to adapt change.
Understanding of electronic health record informatics, data analysis and statistics.
Demonstrate success at developing/implementing action plans resolving internal/external audit findings.
Strong interpersonal skills engaging employees and stakeholders in all departments across DBHDS facilities, and external partners regarding risk mitigation, quality standards, and recommendations.
Knowledgeable of strategic planning and resource allocation/utilization.
Experience leading documentation improvements to support increase revenue generation and compliance.
Demonstrate strong organizational skills with ability to work in a fast-paced environment independently or as part of a team.
Strong verbal, written and interpersonal communication and presentation skills.
Strong attention to detail
Demonstrate strong analytical skills.
Demonstrate strong problem-solving skills.
Knowledge of quality control, quality assurance principles and proficiency testing procedures
Demonstrate skill with integrated hospital information system.
Demonstrate leadership skills.
Knowledgeable of The Joint Commission, College of American Pathologists, Clinical Laboratory Improvement Amendments and Clinical Laboratory Standards Institute regulations/guidelines related to Point of Care laboratory testing, including the survey process, expectations, and plans of corrective action.
Computer software skills (proficiency with Microsoft office).
Knowledge of safety and infection control practices.

Additional Considerations

Certification by the American Society of Clinical Pathologists (ASCP) or American Medical Technologists (AMT) or equivalent nationally recognized certification body.
